Research On The Local Government Functions On Promoting Local Higher Vocational Colleges Development

With the development of market economy in China, the benefits that higher vocational education promotes the social and economic development are continuously significantly. Local government led management mechanism is the main way of the development of Higher Vocational Education in our country, the government plays a very important role in the process of development of Higher Vocational Colleges and characteristics of formation and the functions of the government play and its role to a large extent determines the effect of the sustainable development of Higher Vocational education in China. Therefore, the local government responsibility for local higher vocational colleges to create the environment for the development of a sound mechanism, perfect laws and regulations, scientific management, through the effective organization and coordination, supervision responsibility and the resources safeguard to form the characteristic development of local higher vocational colleges. Therefore, the local government on the development of Chinese Higher Vocational Education in the role of in-depth study, find the orientation of the government functions conducive to the healthy development of Higher Vocational Colleges from the theoretical and practical sense is very important.From the Chinese current higher vocational education responsibilities and functions,we as the development status of Higher Vocational Education in Hohhotas an example, analyses in-depth the status quo and the causes of the lack of government function, and focus on from the national condition of our country based on the characteristic of our country government oriented higher vocational education mode which is suitable for, in order to improve the quality of higher vocational education, and promote the sustainable development of higher vocational education.This paper is divided into five parts:the first chapter mainly introduces the research background and significance of this article, through the research literature on Reform of higher vocational education at home and abroad related to collect and sort out, determine the main research contents and research methods; the second chapter describes the status and function of Chinese characters, when higher vocational education; then analyzes the relationship between the government and the development of higher vocational education, and analyzes the superiority and inferiority between higher vocational education with the government oriented and market-oriented development of higher vocational education; the third chapter with the method of questionnaire investigation and collect the status of the development of Higher Vocational Education in Hohhot, in-depth analysis of existing development higher vocational education in this area and the causes of these problems; the fourth chapter from the capital, relationship between laws and regulations, etc. Proposed conforms to in Hohhot vocational education development present situation countermeasure, enhanced the local government on the development of vocational education planning, the formation of the local government oriented mode of higher vocational education and development. Finally, the main, the content of the study were reviewed and summarized, and the research lack of research is prospected.
