Study On Sports Social Organization To Undertake Government Purchasing Public Sports Service

Our country is in the period of a transition from management government to service government,and it is also the time to promote our country from a big sports country to a sports power country.However,the level of public service supply can't meet the growing needs of people.We are in urgent need of sports social organizations to undertake the transfer of government functions in public sports services,to provide the public with diverse,hierarchical and professional services.In the practice of public sports service,sports social organizations try to explore the methods of undertaking the public sports service,so as to provide the public with satisfactory service.This study takes Guangzhou as an example,using the methods of literature,questionnaire,interview,case study and mathematical statistics to study the sports social organizations to study public sports service from sports social organization.This study is based on the new public management theory,new public service theory and principal-agent theory,analyzing public sports service from social sports organization and basic elements of undertaking public sports service in Guangzhou City,with two cases,founding some problems,such as the low degree of autonomy,imperfect management system,weak ability,low social credibility,imperfect supervision and management,and imperfect performance evaluation system.In this study,we divided the service executors into three parts: government departments,purchasing agencies and sports social organizations,using four aspects to standard public sports service process,including government departments to do a good job of the needs assessment(premise);the purchase of institutions to do a good job of project selection(basic);sports social organizations to do a good job of the project implementation(key);the purchase of institutions to do a good job performance evaluation(protection).Process specification will further promote the orderly development of sports social organizations to undertake government procurement services.According to the actual situation,this paper puts forward some countermeasures for the long-term development of the sports social organization to undertake the government purchase service: the reasonable positioning of government functions;enhance the ability to undertake;perfect the legal system of government procurement of services;strengthen the government purchase service contract management;improve the supervision mechanism,the establishment of evaluation system;broaden the purchase service propaganda way;strengthen the "Internet plus government purchase" thinking.This study aims to give full play to the vitality of China's sports social organizations,and strive to optimize the process of government procurement of services,to further promote China's government procurement services to provide reference and suggestions.
