Research On The Dilemma Of Social Work Institutions To Undertake Government Purchase Service Under The Background Of Project System

At present,China is in the process of optimizing government services and building a service-oriented government.This process requires not only the self-development,self-growth and self-improvement of the government,but also the participation of social organizations and the recognition of the public.Since the government needs to guide social organizations to participate in the process of building a service-oriented government,it should complete the functions undertaken by the government by supporting social organizations to undertake government purchase services.Social organizations can not only provide professional services to meet the diverse needs of the public and solve social problems,but also achieve their own development in the process of service-oriented government construction and The development of social organizations is a process of positive interaction.In order to effectively promote the construction of service-oriented government,the comprehensive development of social organizations is indispensable.The project is a service mode that integrates the government and the society.It is not only a new social governance mechanism,but also a thinking mode.It requires the society to participate in the construction and governance together,actively respond to the needs of the public,actively mobilize social resources,and improve the social service level.Social work service under the background of project system is a holistic service mode,which can provide targeted services based on the needs of the public,and construct a multi interactive system.The cooperation of social organizations and governments makes it possible for both sides to win-win.Taking the project system as the core,this paper studies the challenges of social organizations and governments in the process of cooperation,actively responds to them,and promotes a more professional and innovative social service structure.As a new type of social organization,social work organization is an important position and platform to carry out social work professional services,as well as the executor and service provider of social work services purchased by the government.Promoting the development of social work organization is of great significance to accelerate the transformation of government's service functions,update social management and public service essentials,and promote the harmonious development and progress of society.In the process of practice,it is found that there will be many challenges and contradictions that are not conducive to the development of social work institutions in the process of accepting social work services purchased by the government.The significance of this study is to understand the contradictions and dilemmas of social work institutions in the process of accepting government services,put forward suggestions to solve the dilemmas for the development of social work institutions,and promote mutual benefit between social work institutions and the government.Through literature research and in-depth interviews,I personally participated in the process of government purchasing services to discuss specific challenges and contradictions,Finally,the paper puts forward countermeasures against the contradictions in the process of social work institutions accepting services,specifically from the two levels of social work institutions and the government to describe,improve the comprehensive service capacity of social work institutions and the government,committed to providing better services to the public.
