Research On The Agent Construction Management Mode Of Middle And Primary Education Infrastructure Projects

To enhance the management level of government investment projects and ensure the efficient operation of the projects,agent construction system selects the units with the qualifications for construction,which become the agents of the government investment projects,agent construction system is widely used in the management of government investment projects in China.There are many capital construction projects of middle schools and primary schools,which need high quality and safety requirements and lack education funds.Many capital construction projects of middle schools and primary schools are managed by the education administrative departments,towns,streets or schools,in the whole process of project implementation,there is a phenomenon of layman management,this makes a lot of hidden dangers of the project safety,quality,investment and progress.Agent construction management mode can effectively improve the level of project management,control the quality of the project,ensure the quality of the project construction,but there are also shortcomings.In this paper,the principals and general managers of middle schools and primary schools,management personnel involved in the construction of middle and primary school capital projects in a certain area of Ningbo are the main objects of the study,and a questionnaire survey was carried out in the early,middle and later stages of the school education infrastructure projects.At the same time,the author consulted a large number of annual reports of educational infrastructure,school infrastructure and related documents,extracted data and information related to the study.Through the questionnaire survey and data analysis,this paper expounds the present situation of the agent construction management mode of middle and primary schools in a certain area of Ningbo,the problems are analyzed and the optimization strategy is proposed.Depending on the study,there are some problems exiting in the current construction management system of middle and primary school infrastructure projects,for examples,sources of funding for education infrastructure are single,preliminary formalities are slow,medium term communication and coordination is not in place,school buildings change more in the use of functional,infrastructure archives management is not standardized,part of the total investment in educational infrastructure projects exceed budget,the construction management system needs to be improved.Therefore,we should strengthen the management of education infrastructure funds,explore the application of PPP model in the field of education infrastructure,strengthen communication and coordination with relevant units and schools,improve final-period management of infrastructure projects,and carry out the education infrastructure project post evaluation,so that agent construction management mode will be optimized.
