With the development of our social economy,the government's financial investment in primary and secondary school construction projects is also increasing year by year,the traditional management mode of primary and secondary school construction project has not adapted to the needs of development,project agent construction management mode gradually throughout the country to promote the pilot,and more and more accepted and recognized,the performance evaluation of government investment in the primary and middle school construction project is becoming more and more concerned by the society and the public,In order to improve the scientific reliability of the performance evaluation of the government investment in primary and secondary school buildings agent construction project,to play a unique advantage of professional management mode,this paper based on referencing the relevant literature of performance evaluation,intensive studying on the characteristics of primary and secondary school buildings construction agent system project,build the dynamic performance evaluation system of primary and secondary school buildings construction agent system project based on Set pair analysis-variable weight theory.In this paper,extensive access to relevant literature at home and abroad,in-depth analysis of the research background and significance,the domestic and international literature review of primary and secondary school buildings construction agent system project performance evaluation theory,by comparing the traditional management mode of primary and secondary school buildings construction projects and the agent construction management mode,put forward the idea of the dynamic evaluation of the performance of primary and secondary school buildings construction agent system project base on the three party agent contract and the whole process of construction agent mode,and construct the theoretical framework of performance dynamic evaluation.Secondly,based on the idea of the dynamic evaluation of the performance of primary and secondary school buildings construction agent system project,the primary and secondary school buildings construction agent system project is divided into the early stage of the project,the implementation phase of the project,as well as the completion of the project acceptance and transfer phase.Through the analysis of the content and characteristics of different stages,to establish a performance evaluation index system,which not only can be fully reflect the superiority of agent construction system and more can be accordance with the characteristics of each stage.Then,the set pair analysis theory and variable weight theory are expounded,used the variable weight synthesis method to modify the weight of index dynamically,and the introduction of Markov chain,build a dynamic evaluation model of the performance of primary and secondary school buildings construction agent system project based on set pair-variable weight theory,and the use of Changsha Second Experimental Primary School project as an example to verify,analysis of the implementation process of each stage of the project.The practice shows that the performance evaluation model of the primary and middle school construction project performance evaluation model is consistent with the actual results,which proves the reliability and practicability of the model.This is of great significance to promote the performance evaluation of government investment in primary and secondary schools,and to improve the effect of project construction and the use of financial funds.
