The university scientific research has the functions of knowledge innovation,personnel training and social service.These functions not only play an important role in the growth of knowledge,but also play a positive role in the society development.With the expansion of the scientific research functions,different values were produced,and the contradiction and conflict between these values cause the problems of scientific research.In modern society,scientific research is the center of knowledge and technology,which is influenced by external forces such as government and market.The intervention of external forces has created a new form of scientific research,and also had an impact on their original values.Therefore,under the diversified social needs and complex social environment,it is very important to have a deep thought on the publicity of scientific research.Publicity is the essential quality of scientific research,which is generated from the intrinsic value of scientific research,and enriches its meaning in the process of social change.To highlight the publicity of scientific research need to analyze the basis of its own and external forces,so that we can form the proper value of modern university scientific research.This article takes the publicity of university scientific research as the object of study.Based on the relevant theories of political philosophy,public management,economics,sociology and pedagogy,we define the concept of university scientific research publicity.Then,using the historical research method,we analyze the historical changes of university scientific research and its exogenous publicity,endogenous publicity,dependent publicity and self realization publicity in different periods.By analyzing the changes of university scientific research publicity,we know the government and market are the main external factors which influence the formation of university scientific research publicity.Meanwhile,during a certain period of time,excessive government intervention and excessive market intervention will do harm to the publicity of university scientific research.Therefore,in order to solve these problem,we must construct the relation model and functional model among the government,market and university.Based on this theory,we regard the publicity as the value guiding and propose the specific coping solution from the aspects of government,market and University.
