Globally,Non-Governmental Organizations(NGOs)have developed into important part of the risk of overseas investment.However,although there have been some cases about the negative influence from NGOs to its overseas investment,China has still not paid enough attention to the risks brought by NGOs.In essence,such attitude from China reflects it has not found out whether NGOs really create risks to Chinese overseas investment.Currently,with more investment encouraged by the “One Belt and Road(B&R)”strategy proposed by Chinese government,it is more practical and urgent to answer whether NGOs has made overseas investment risks.Why people confuse whether NGOs have led to the risks of Chinese overseas investment? The key reason to it is that there is no clear criterion for it.As a result,it is no doubt people have no idea whether they should pay attention to the risks caused by NGOs when they invest abroad.To solve the core research question,whether NGOs have become the social risks of Chinese “One Belt and Road” overseas investment,the study,first of all,concludes the judging standard in the globe,which is called “intention-ability” criterion.Meanwhile,it analyzes the reasons why they can make such risk,as well as how other actors deal with it.In order to prove that people should concern about the influence of NGOs in the“One Belt and Road”,it needs to find out one case from the reality.Hence,the study chooses Indonesia,one important country in thestrategy.According to the “intention-ability” standard proposed by the research itself,it depends on empirical study based on purposive sampling and field study.Then,the research analyzes the statistics and information got from the interview in Jakarta,the capital city of Indonesia,and the questionnaires sent by email.According to the first-hand materials,it reveals that Chinese investment in Indonesia is facing the risks brought by NGOs,which also illustrates that China should also pay attention to NGOs when they invest in other countries in the“One Belt and Road” strategy.Lastly,in order to satisfy the policymaking need in the “One Belt and Road” strategy,the research points out the “intention” measures and the “ability” measures based on the “intention-ability” measures.It hopes that the measures could reasonably reduce or even eliminate such social risks by decreasing the intention and lowering the ability of NGOs in the field of overseas investment,in order to finally guarantee the implementation of the“One Belt and Road”.
