In recent years, students' evaluation of teaching has become an important means to evaluate the effectiveness of teaching in colleges and universities. However, this form of teaching evaluation has courted controversy because of many existing problems since it has been promoted in the 1980 s.From the point of current national legislation, there is no specific legal qualification and protection for students' evaluation of teaching. Therefore,as the quality of education in colleges and universities has become the focus of social concern,it is particularly urgent and necessary for the study of the legitimacy of students' evaluation of teaching in colleges and universities.Based on this, the author takes the perspective of legitimacy research as the point cut, puts the evaluation form of college students' evaluation of teaching in the legal relationship among colleges, teachers and students, and tries to demonstrate the legitimacy of college students' evaluation of teaching from three dimensions: form legitimacy, conformity to the Constitution and laws,as well as juridical logic. On this basis, taking X University as an example, the author surveys from the practical level on college students' understanding of their evaluation right, the extent of participation in teaching evaluation, the procedural legitimacy of teaching evaluation, and the operability, etc.,and finally proposes helpful suggestions for the specification of students' evaluation of teaching. The study consists of eight chapters. The first is Introduction,in which the author puts forward problems;the second chapter is the literature review, gives the definition of legitimacy, and provides a theoretical basis for the later three dimensions in demonstrating the legitimacy of students' evaluation of teaching.;the third chapter introduces the basic ideas and specific research methods of this study, including literature analysis method, text research method and interview investigation method;the fourth, fifth and sixth chapters are the core parts of the thesis, which are based on the three dimensions: form legitimacy, conformity to the Constitution and laws,as wellas juridical legitimacy;the seventh chapter takes X University as an example to examine the actual situation of the implementation of teaching evaluation activities in colleges and universities;and then,in chapter 8,the author makes conclusion and puts forward certain suggestions on the practical problems of empirical study. The main findings of this study is to establish the legal status of the right of college students' evaluation of teaching, and point out that the fundamental reason for the questioning of the form of teaching evaluation is the omissions and de-normalization during the policy implementation.
