The Research Of Social Work Involved In Forced Isolation Detoxification From The Perspective Of Governance

The concept of governance sprouted in the United States after World War II,and it has developed into a high frequency research paradigm of the field of public management nowadays.In recent years,China's drug situation is becoming serious increasingly,and drug users have formed a large number of groups,which requires us regarding the governance of drug abuse as an important part of social governance.The "Anti-drug Law of the People's Republic of China" is the first anti-drug code of the People's Republic of China.It not only strengthens the drug addiction and reeducation through drug treatment,but also establishes the legislative principles of education and rescue of drug addicts.It not only integrated the forced detoxification and labor reeducation detoxification into forced isolation detoxification but also established the education and rescue of drug users as the legislative principles,which provides a legal basis for the construction of social rehabilitation system and the innovation of drug governance mechanism.The introduction of social work is an important measure to compel the spirit of the "Anti-drug Law of the People's Republic of China” by the forced isolation detoxification sector,and it can demonstrate the concept of education,treatment and governance of forced isolation detoxification.Social work involving in forced isolation detoxification is still a new thing,the existing research is very few.This paper takes the theory of governance as the research perspective,taking the case of forced isolation detoxification sector of Yunfu city which takes the lead in the establishment of social work service station in China as the example and using participatory observation method,quantitative research method and case study method to discuss the necessity,feasibility,operation mode,realistic dilemma and perfect countermeasure of social work involving in forced isolation detoxification.Because of its professional characteristics,social work can solve the general problems of forced isolation detoxification such as the lack of police and the way of detoxification.In the context of innovating social governance system,social work has gotten a rapid development,and the legislative principles of detoxification has changed,all of these make the social work involving in forced isolation detoxification be possible.In practice,theinvolving of social work in forced isolation detoxification can be divided into of five stages which are named as ignorant stage,meditation stage,action stage,maintenance stage,and recurrence stage,what's more,social workers can provide professional detoxification services for drug addicts whatever which stage the drug addicts are.Based on the characteristics of governance,this paper discusses the involving of social work in forced isolation detoxification from the pluralistic subject,cooperation,and equality perspective.First of all,social work can effectively link the social resources and mobilize social forces to participate in the forced isolation of detoxification to achieve the diversification of governance.Second,it can build the bridging mechanism of forced isolation of detoxification,community detoxification,and community rehabilitation to achieve the co-operation between the system.Finally,it can help to change the labeling cognition of drug addicts from the police,and highlight the equality and service of forced isolation detoxification.Involving of social work in forced isolation detoxification is a new thing in China,so it is facing many dilemmas,this paper put forward the corresponding improved measure.
