Research On Management Evaluation System Of Wushu Project Of Intangible Cultural Heritage In Hebei Province

Intangible cultural heritage refers to the “various traditional cultural expressions that have been passed down from generation to generation by people of all nationalities and are considered as part of their cultural heritage,as well as physical objects and places related to traditional cultural expressions”.Martial arts refers to the "traditional Chinese sports items that take the arts and the attack as the main content,attack and defense,routines,and struggle as the form of exercise and focus on internal and external cultivation." Martial arts is profound and has a long history.It infiltrates with Chinese classical philosophy,medicine,aesthetics,military science,and pedagogy as an important part of intangible cultural heritage.It carries and sustains the cultural life of the entire Chinese nation and promotes national traditional culture.It is of great significance.In recent years,the country has paid great attention to the protection of intangible cultural heritage and has issued a series of policies and measures,achieving remarkable results.The academic community and all walks of life are also paying close attention to the protection of intangible cultural heritage.A large number of research results have come out.However,after careful study of the national policies and academic research results of intangible cultural heritage,it is found that the status quo of the development of the national intangible cultural heritage protection work is extremely uneven.There is a general lack of professionals in heavy reporting and light protection,lack of long-term planning and overall arrangements,and protection mechanisms.It is still imperfect,the census work is not thorough enough,the construction of laws and regulations is lagging behind,and the inheritor’s condition is worrying.The more prominent problem is that the intangible cultural heritage management department does not have real-time inspection and acceptance standards and policies,and cannot carry out regular inspections and acceptances of the project.There is no objective scientific inspection and acceptance system,and no project evaluation and acceptance standards are established.Based on the concept of the long-term development of the intangible cultural heritage science,this article examines a number of outstanding issues in the protection of intangible cultural heritage at the present stage,and consults a large amount of literature,interviews with experts related to the Intangible Cultural Heritage Department,inheritors of intangible cultural heritage,and visits.Material cultural heritage items.Based on the work experience of intangible cultural heritage protection at home and abroad,a study was conducted on the intangible cultural heritage martial arts project of Hebei Province to find out the lack of laws and regulations on management of the intangible cultural heritage martial arts project of Hebei Province.The methods and methods are not perfect and exploratory to construct the intangible cultural heritage management system.The purpose of this study is to establish a three-level index system for the management of Wushu projects in Hebei’s intangible cultural heritage and to analyze the weights of the indicators so that the issue of light disclosure of protection in the intangible cultural heritage Wushu project in Hebei Province is scientifically effective.solve.Establish a theoretical highland for the protection and development of intangible cultural heritage of martial arts,promote the theoretical construction of an intangible management system,establish a scientific and comprehensive management system,and then play a protective role in the inheritance of intangible heritage.Better protect intangible cultural heritage.This article mainly applied the methods of literature materials,expert interviews,Delphi method,and mathematical statistics,and research methods,and took Hebei Province’s non-material cultural heritage martial arts project management system as the research object,consulted relevant literature,and involuntary Wushu.The relevant experts conducted interviews,carefully analyzed the various factors of martial arts intangible issues,and adopted the Delphi expert questionnaire to establish a management evaluation system.Analysis conclusion:Through the interpretation and analysis of intangible laws,and the investigation of the status quo of Hebei’s intangible martial arts projects,as well as interviews with intangible experts of Hebei Province,and after three rounds of expert questionnaires,the indicators of the management system were screened and weighted.Determined the management system of this article.A total of 5 major parts are included: Technical management(evaluation index),theoretical management(evaluation index),expense management(evaluation index),development management(evaluation index),inheritor management(evaluation index),and the extension of the basic framework to form a three-level index system and weighting of each indicator.Than to form a complete system.According to the statistical analysis of index weights,the proportion of each index in the management system is obtained.The maximum ratio of Technical management(evaluation index)is32%,the theoretical management(evaluation index)is 27%,development management(evaluation index)is19%,and inheritor management(evaluation index)is15%.The expense management(evaluation index)is7%,which is consistent with the theme of this study.The use of a three-level index system to qualitatively and quantitatively study the management system of Hebei’s martial arts non-heritage projects,which can more objectively count the most important factors of martial arts intangible management,so that management is more scientific and effective.
