The administrative staff of the university,who is the formulation and implementation of the policy of the university,plays an important role in the internal management system.The quality of the administrative staff is directly related to the development of the university.How to conduct a scientific and effective performance evaluation of the administrative staff is of great significance to improve the competitiveness and promote the development of the university.Firstly,this paper conducted the research on the theory of performance evaluation,and analyzed the status of performance evaluation of HG university administrative staff.Secondly,based on the field interviews and questionnaires,the main problems and main contradictions existing in the performance evaluation of HG University were found out,and the root cause analysis was used to analyze the two typical events for determining the problems and contradictions of performance evaluation.Thirdly,a more targeted performance evaluation index system was established from the perspective of development strategy,status of the university staff,and current situation of HG University.This index system evaluates the personnel performance from five dimensions,which were related to individual ability,personal morality,personal achievement,integrity and diligence.Thirty secondary performance evaluation indexes were selected and finalized by conducting the correlation analysis and cluster analysis in each dimension.Finally,five experts determined the weight of the indexes by utilizing the method of expert judgment.Different from the existing studies of performance evaluation,this paper focused on the core elements of performance evaluation,using the correlation analysis,cluster analysis,and other statistical methods to analyze the rationality,applicability,and correlation of indexes,and then provided the basis for the distribution of weights of the indexes.This performance evaluation index system has a good reference values for the universities which has the same level with the HG University.
