As a scholarism, university organizes have basic difference between government and enterprise organization, because general social organization is based on rational management principles that is a subject and the level of scientific management to set up institutions, partition limits of authority with make clear responsibility division of labour in order to maximize efficiency. However, within the University it is often difficult to be implemented effectively. However, the area of the modern university and its wide range of activities, especially the various functions of strengthening the relationship with the close interdependence between the community, and university staff, resources, scale of the rapid expansion of higher education so that things can not just concerned about the performance evaluation of financial performance Other performance evaluation should be an important component. Therefore, by the stablishing a relatively perfect performance management system, the formation of a characteristic of the operating mechanism of efficiency, but also of the University shall not make a decision. This article reviews the special nature of modern university management and the internal face, external and management challenges based on the performance model of the face of the possibility of university management in order to find the performance evaluation system for universities.The thesis is divided into six parts, the basic elements are as follows:The first part is introduction which introduces the research background, purpose and meaning, describes the research topics and issues of status quo thinking and research methods.The second part is to review the domestic and foreign scholars on the theory of university management mechanism for follow-up study of our reference and theoretical basis.this third part is building the basic framework of Performance Evluation based on strategy, which is focus of this chapter, discribed in current Performance Evluation widely used theory of the balanced scorecard, process evaluation, performance pyramid eualuation and fullyl draw three theoretical advantages, to make up their a new strategy of universities based on the basic framework for comprehensive performance assessment.The fourth part is indicator system, based on Chapterâ…¢of the performance evaluation framework for building, construction university performance evaluation of the comprehensive evaluaion index system, respectively, from a financial, customer, process, social services, government. lastly, the given six specific evaluation makes the conclusion that is a comprehensive evaluation index system.The fifth part is the the case analysis of this paper, using triangular Mohuhanshuo AHP methods and knowledge on the target weight set, solving differ in nature, different EvaluationUnit of the availability of integration between the issues.The conclusion is that the strategy-based performance evaluation index system of universities is to be suited to China's current assessment of needs of universities.
