Research On The Recruitment And Cultivation Of Talents In Province-level Development Zones Under The Background Of "Supply Side Reform"

Nowadays,the knowledge economy has become the driving force for the development of the world economy.The competition for talents is increasingly intense:high-4evel talents become a scarce local development resource.Under the "supply side reform" background,high-level talents would be a primary resource to achieve local strategic goals and sustainable development under international and domestic market competition.This paper analyzes the status quo of the cultivation of high-level talents by the Fenhu High-tech Industrial Development Zone.It shows the discrepancies in talents recruitment between the current status and the "supply side reform" requirement,including the following aspects:the lack of talents cultivation under current level of industrial development,the lack of skill-training fundamentals,the lack of motivation for talents cultivation,imperfect talent evaluation mechanism,etc..These limitations impede regional economic development when striving for promotions to become a national high-tech zone.There are various reasons behind those limitations in talents issues of Fenhu:limitations on ideologies,lack of mechanisms,drawbacks of service,and its own limitations on the scale of development.Facing these problems and the causes behind,the author discussed the talent issue with the enlightenment of other well-known development zones in China.The author made four suggestions accordingly to improve the effectiveness of talent recruitment and cultivation:Establish the ideology of recruitment matching "supply side reform";Build better recruitment and cultivation mechanism;Improve personnel work policy;Setup full chain of service to.This paper sets Fenhu High-tech Industrial Development Zone as the research object.Based on the situation of talents issue,this paper analyzes talent recruitment and cultivation issues in province-level development zones under the background of "supply side reform",using literature review,case study and systematic research.Due to the limitation of resources and abilities,this paper is open to further discussions and improvements.
