In the 21 st century,talent is the first resource,science and technology is the first productivity,which has become a global consensus.The competition among countries,on the surface,the competition of comprehensive strength in the fields of economy,military,science and technology,in the final analysis,is the competition of talents,especially in the high-level fields.Which country gathers a large number of cutting-edge talents with high quality,who has the hope to occupy the commanding height of competition.Therefore,the fundamental,strategic and decisive role of high-level human resources is becoming more and more obvious.Under the background of building a well-off society in an all-round way and promoting higher-quality economic and social development,accelerating the gathering of high-level talents has become the top priority and unified action of the central and local governments at all levels.In combination with the reality,it is of great significance to carry out in-depth research on the introduction policies of talents,especially high-level talents,for better exerting the function of policy introduction and promoting the high-quality development of local economy and society.Taking Huai'an Economic and Technological Development Zone as an example,this paper defines the core concepts of "talent","high-level talent","public policy" and "talent introduction" by using literature review,theoretical analysis,comparative analysis,statistical analysis and other research methods,and combs out the current situation and achievements of talent recruitment policies in Huai'an Economic and Technological Development Zone in combination with relevant policies and statistical data.Based on human capital theory,push-pull theory,public policy evaluation theory and other public management theories,combined with the questionnaire survey and interview on the high-level talent group of Huai'an Economic and Technological Development Zone,the collected data were analyzed scientifically,and the high-level talent introduction policy of Huai'an Economic and Technological Development Zone was summarized.There are still some problems,such as the weak leading force of policy-making and the weak attraction of policy support,weak pertinence of policy implementation,lack of preciseness of policy implementation,etc.Based on the theory of public policy evaluation,this paper summarizes the underlying causes of the problems from the five criteria of policy objectives,investment and efficiency.At the same time,it summarizes the characteristics and successful experience of high-level talent introduction policies in surrounding areas.Finally,according to the actualsituation of Huai'an Economic and Technological Development Zone,the paper puts forward suggestions to improve the existing problems,including strengthening the top-level design of policies,improving the operation mechanism of policies,paying attention to the effective incentive of policies,improving the professional level of policies,and optimizing the comprehensive environment of policies,in order to optimize the high-level talent policies of Huai'an Economic and Technological Development Zone,as well as other similar domestic policies Development Zone to improve the talent policy system to provide useful reference.
