With China's higher education is fully open,helping those poor undergraduates in need concerns social stability and well-being issue greatly,and has aroused widespread attention from all walks of life.At present,our country has established Higher Education Aid System for those students in need by offering various assistance measures,such as award,loan,help,subsidy,tuition reduction and part-time job on campus,which already show good effect.However,during the process of carrying out those policies,we find that they function as temporary assistance to maintain those poor undergraduates' basic life,not as an effective developing assistance which can help them improve their all-round abilities.As a matter of fact,what those students in need are facing is not only a survival problem,but more a development problem.Education Aid should be a development-oriented aid.For now,the assistance policies are not perfect and need further improvement and reinforce to solve the problem.This study is based on the perspective of development-oriented aid.By studying related papers and thesis and doing field investigation to poor undergraduates in F university.By drawing on the successful experience of relevant theoretical results of domestic and abroad to solve the problem of poverty of university students,this study comes up with some solutions to improve present Higher Education Aid system.This study focuses on changing traditional survival-oriented assistance form into development-oriented assistance form and a more positive way to help those undergraduate students in need.Helping improve poor students' ability should become the core of our policy.The purpose of this study is to offer some valuable suggestions for government and universities to solve this problem.
