The Research On Financial Risk And Control Of Local Colleges And Universities In Jilin Province

With the continuous deepening of the reform of Chinese market economy and the higher education reform,the colleges have to face the development of political,economic and social factors in the occurrence of a change in enrollment policy and market competition,expanding enrollment in Colleges and universities,to participate in the economic and non-economic activities have become increasingly complex,making the financial the management work in Colleges and universities by changing the traditional risk management for modern risk management,especially in recent years,the problem of frequent financial risk of colleges and universities,how to effectively control the financial risk not only has become the primary problem of university financial workers,but also the further development of higher education must solve the problem,even related to the the social stability of our country.Therefore,this paper attempts to start from the financial risks of local colleges and universities in Jilin province and control,to the current situation of financial risk management of A University of Jilin Province as an example,a detailed analysis of the causes of risk and puts forward the effective countermeasures of risk control.Chose the provincial colleges as the research object,because the local colleges and universities compared to subordinate colleges,to obtain financial support from the government and more insufficient,local colleges and universities has undergone leapfrog development for a long period of time,the funds pressure and current students competition pressure makes the local college financial situation more or less there are some problems the authors also believe that there is hope,help the development through the study of this paper can work on financial risk management of local colleges and universities similar and higher education in china.Specifically,this paper through the analysis of financial risk in Colleges and universities at home and abroad,on the basis of the principal-agent theory,non-profit organization theory,the theory of financial risk management and internal control theory,taking into account the specific situation of local universities in A University as an example and the Jilin province regional characteristics,based on the causes of the financial risk on this paper from colleges and universities and puts forward the countermeasures and measures of financial risk control,according to the recommendations of universities enhance the ability of self financing,the organic combination of asset management and budget management,optimize the structure,and the scale of college debt for increased government funding efforts,the effective use of the central government special funds and Countermeasures for the effective implementation of security measures,this paper,again taking A University as an example for the local colleges and universities of Jilin Province proposed to improve financial management Comprehensive quality of personnel,strengthen risk prevention awareness and economic responsibility system to establish and improve internal control system.
