Financial Control Risk Universities Infrastructure

Under the vigorous development of higher education in China, the infrastructureconstruction in the higher education colleges and universities is growing at a rapid pace,with its scale expanding significantly. As the attendant financial risks of theinfrastructure construction are becoming increasingly apparent, a comprehensive analysisof higher education infrastructure financial risks and causes, and the establishment of afinancial risk assessment system to study how to effectively monitor and control thefinancial risks of the infrastructure construction have become an urgent issue.This paper argues that the financial risks of the higher education infrastructureconstruction are mainly in the form of investment risk, budgeting risk, liability risk, andproject risk. This article has clearly and objectively illustrated the financial risks of thehigher education infrastructure construction, and comprehensively analyzed the causes ofthe four risks. According to the risk identification-risk measurement-risk controlprocedures, here established is a targeting risk evaluation system, and proposed asystematic financial risk control regime for the higher education infrastructure construction.This article also has designed a groundbreaking financial risks process control program,and for the first time suggests a centralized treasury payment system as a platform to builda dynamic monitoring system for the government, and introduce the external control toavoid the failure of internal control systems and prevent financial risks.Finally, a case based on the actual financial data from the higher education collegesand universities has presented a certain university’s financial risks of its infrastructureconstruction, and tested the application of the targeting risk evaluation system, and throughthe proposed process control program of financial risks to control its financial risks,ensured that the financial risks of its infrastructure construction are minimized.This paper concludes that the particularity of the financial risks of higher educationinfrastructure construction that the colleges and universities must face and resolve in theiractual development has important theoretical and practical significance.
