Research On The Problems And Countermeasures Of Government Procurement In Colleges And Universities

The study is carried out in this paper in current when government procurement of university is on a large-scale growth and the system of university government procurement is in need of improving. Under the context of this period, this paper examines the specific condition of university government procurement in China in current situation, in an aim to make some contributions to the establishment of a suitable, regulated and efficient system of university government procurement.This study gives a detailed analysis of the organizations, features and functions of university government procurement basing on the literature and theoretical framework established in this paper. An example of the government procurement practice of an university is quotated in this paper as the basis on which the experience of government procurement is summed up. Some problems about government procurement in current situation are pointed out according to the actual conditions:the procedure of university government procurement remains unregulated; the mode of university government procurement is unitary; the efficiency of university government procurement in China is low; and the administration of suppliers is in chaos. The causes for these problems are as follows:imperfection of government procurement system; shortage in professionals in this area; lagging of the system of procurement budging management; long work cycle of the government procurement; corruption of the supervision and management. According to the problems raised above, this paper puts forward some measures as to how to cope with them. First, improve the system of government procurement and other related systems:not only the improvement of the government procurement system is needed, but the propaganda of the system should also be reinforced; Besides, the selection system of the professionals in this area needs further improvement; Second, the operating mechanism of the government procurement executed by the university needs further improvement:the organization and administration of bidding needs improvement. The budging and planning of government procurement needs to be intensified and specified. A rigid regulation of the mode of bidding should be carried out in order to flexibly deal with the university material procurement. Third, the supervision mechanism of government procurement needs further improvement:The supervision function must be strengthened so as to aovid risk as far as possible. Performance Evaluation should be taken to motivate the purchasing staff. Fourth, proper use of electronic commerce should be made as an access to the innovation in the mode of bidding.
