Research On The Efficiency Of Government Procurement In Colleges And Universities Based On Goal Orientation

With the development of higher education and the improvement of government procurement system,government procurement has become one of the major economic activities of higher educational institutions.The effectiveness of government procurement in higher educational institutions has an effect on the steady development of higher education.However,there are considerable disadvantages in government procurement of higher educational institutions,among which,high prices,poor qualities and low efficiency are extremely grave.Realistically,the effectiveness of government procurement can not meet the needs of the rapid development of higher educational institutions.It is of great urgency that further research should be conducted on the effectiveness of government procurement.This study first gives the definition of government procurement effectiveness and elaborates the related theories of management by objective.Taking the targets of government procurement and the definition of government procurement effectiveness into consideration,the study aims to set up an objective system for higher educational institutions to achieve the targets of high productivity,pleasant benefit,great utility and positive effect.Then,it will analyze the operating systems,distinguishing features and targets to meet of government procurement,which is followed by Yunnan Arts University as a case study.With the guide of government procurement performance objectives,the author will analyze the effectiveness of the implementation of government procurement of Yunnan Arts University and sum up its existing problems.And then,based on the theory of management by objective,the author will point out the influencing factors of government procurement effectiveness of Yunnan Arts University,from the following five aspects,management mechanism,personnel team,market environment,business operation,profit-driven.At last,concerning the reality of Yunnan Arts University,the author will put forward the general countermeasures to improve government procurement effectiveness in higher educational institutions.At the end of the paper,the author will put forward three suggestions for government departments to improve the government procurement effectiveness of higher educational institutions.The first one is to give greater autonomy of government procurement to higher educational institutions.Secondly,make full use of information technology and update the current management methods of government procurement.Thirdly,make the relentless efforts to improve the market-based environment of government procurement.Last but not the least,to the institutions of higher education themselves,there are four possible measures about improving the government procurement effectiveness proposed in the paper separately which lie in optimizing its system,business process,management and personnel.
