Since 2003, the implementation of Government Procurement Law has played an important role in the following four respects: regulating the utilization behavior of fiscal funds, improving the utilization efficiency of fiscal funds, promoting the establishment of the system of combating against corruption and advocating honesty and accelerating the transformation of the government functions, accompanying the expansion in the capital, object and scale of government procurement, Meanwhile, with the government’s increasing emphasis on higher vocational education, it is at high speed, and consequently, the scale and quality requirement of government procurement in vocational colleges also enter a period of rapid growth. It is of certain practical significance to study the government procurement in vocational colleges when it has been subject to society as a whole attention.Firstly, the paper introduces the background, significance, internal and overseas research of the government procurement in vocational colleges, and its theoretical basis, research methods and technical routes. Secondly, it analyzes traditional procurement models of vocational colleges in our country, explain the releasing background and significances of Government Procurement Law in our country and how the Law exert its influence on the government procurement models in vocational colleges in our country. Thirdly, based on the author’s personal practice, it elucidates the history and current condition of procurement management in Quanzhou Medical College, focusing on the related measures after reform and achievements of government procurement in the college. Fourthly, it lists problems such as long procurement cycles, relatively high prices, materials that are not able to satisfy the practical needs of teaching, and, furthermore, analyses the reasons for the above-mentioned problems: improper dispatching of rights and obligations, inflexible purchasing ways and methods for evaluating bids, insufficient research and demonstration, and unqualified staff. Fifthly, it elaborates on how government procurement is operated in colleges both at home and abroad and points out the references of their related experiences. Last but not the least, under the guidance of Government Procurement Theory and New Public Management Theory, mirroring domestic and overseas colleges and universities, it puts forward six suggestions to perfecting government procurement in vocational colleges.
