After 60 years of rapid development of off-campus education,has gradually become an important part of China’s education.Off-campus education has the characteristics of practicability,openness and autonomy,and has played an important role in the full implementation of quality education and the development of students in the comprehensive development of our country.At present,the public off-campus educational Institutions have achieved vigorous development under the support of national policies and funds.However,the demands of the community on the educational institutions outside the school are getting higher and higher.How to meet the social needs and protect the quality of education outside education is the key to improve their own management and to strengthen the construction of teachers.This paper analyzes the main problems existing in the public off-campus educational institutions by means of literature research,questionnaire survey and interview method,and puts forward the improvement strategies and suggestions to be taken in the three public off-campus educational institutions in Harbin city.The full text is divided into five chapters.The first chapter is the introduction,mainly introduces the purpose and significance of the research,the status quo at home and abroad,the definition of the core concept,the full text of the research ideas and content and research methods.The second chapter is the basis of the policy theory of out-of-school education management,and combs the out-of-school education policy,which provides a strong basis for the study of the whole text.The third chapter is the investigation of the status quo of the public off-campus educational institutions in the urban and rural areas of Harbin.By means of the investigation of the basic situation,curriculum situation,teachers’ situation,practice activities and scientific research situation of public education institutions,The level of modern management level is not high,the teacher training concept is obsolete,the supporting mechanism is not perfect,the public welfare policy execution force is not strong,the school education activities are not close and so on.The fourth chapter is the analysis of the problems and causes of the existence of the educational institutions in public and primary schools.The author analyzes the problems from the government,the construction of the educationalinstitutions themselves and the society,and points out the causes of the problems.The fifth chapter puts forward the concrete countermeasure for the improvement strategy of the public education institutions,and puts forward the concrete countermeasures from the government departments to play the leading role in promoting the internal and external environment construction of the public education institutions.The innovation of this research lies in the application of modern educational management theory to the study,and analyzes the development status according to the specific situation of public education institutions in Harbin city and points out the reasons for the problems.At the same time,it puts forward the improvement strategy and the practical significance of the training practice of the public education institutions.
