Education is not only important area of society change and innovation,but also is a vital force for economy and society development. As asignificant part of education, outside-school education plays an irreplaceablerole, carrying the mission of comprehensive development and healthygrowth of students because of its features of openness, flexibility, diversityand wide area. Currently, society has increasingly high demand foroutside-school education, which has become focusing point of Party andgovernment promoting development of basic education and social educationand which is in the opportunities of development. Whether outside-schooltraining seizes opportunities of meeting society need and providinghigh-quality social service, it depends on quality of teachers, who aredirectly related to the rise and fall of public outside-school educationinstitutions.Public outside-school education in Shanghai has an early start and goodfoundation, taking good example in national public outside-school education.Children's Palace of China Welfare Association (Children's Palace of CWA)is the first mass and comprehensive outside-school educational associationin China. With60-year history, it always is in the leading position becauseof its Cultural heritage and strong teaching force. However, in the background of increasing demand from government and society, andrestructuring development of outside-school education, Shanghai publicoutside-school education needs following pace of the times and continues tolead in national outside-school educational institutions. Therefore, it needsto fast promote professional level and educational capability of teachers,preparing for development. Current research in this area is less and the studyin this thesis has important theoretical value and practical significance.For the theme of teacher training of public outside-school educationalinstitutions of Shanghai, the author implements the study. Taking theexample of Children's Palace of CWA and using multiple methods ofliterature study, questionnaires and interviews, the author analyzes majorproblems in teacher training and brings out strategies.There are six parts in the thesis. Chapter one is introduction,introducing significance of study, current researching status in China andabroad, and research content and methods. It is theoretical analysis inChapter two, introducing theory of teachers' career development andteachers' expertise development and providing theory foundation for thethesis. In Chapter three, the author analyzes the status of teacher training ofoutside-school educational institutions of Shanghai, points out manyproblems of obsolete training concept, imperfect organization management,lacking of training needs of research, closed and single training channel andinadequate training supporting mechanisms. The experience ofoutside-school education teacher training and its reference for Shanghai isintroduced in Chapter four. The author comes up with countermeasure ofimproving teacher training of public outside-school educational institutionsof Shanghai in Chapter five.
