Research On The Generation Logic And Governance Of Internet Rumors

In recent years,with the rapid development of network technology,network society has gradually become the place where people get information and communicate with others,which functions the same as the real world.The internet public opinion,which relies on the internet as the carrier,has also presented some new features.The internet rumors,as alienation of negative network public opinion,are becoming more and more.They do harm to the network environment and security.They also have a great impact on the stability of the country,the people's production and life.This paper mainly studies the logic of internet rumors and the governance.Through a variety of research methods,this paper takes the data of the rumors of S City in 2013-2016 as samples to analyze the current state of internet rumors and points out that most of the rumors are social life related,harmful,and can be divided into the realistic participation type and the primary type.Internet rumors have the characteristics of ambiguity,quick spreading,wide impact,more channels and they are hard to combat because of their concealment."WeChat public number",as a pseudo mainstream medium,provides a new platform for the internet rumors.The main body of the business,out of economic interests,frequently violates the law.Internet rumors not only pollute the network environment,but also damage the government image and personal image,causing panic,intensifying social contradictions and deepening the trust crisis.The people who make rumors,believe rumors and transfer rumors constitute the main body of internet rumors.The fact that is used by the internet users is the ontology of internet rumors.The content of the specific rumor is its object.The media that internet rumors rely on to spread is the carrier.The generation process of internet rumors can be taken as: based on internet rumors ontology,the main body of rumors make the network rumors generated?spreaded and go on,by internet rumors carrier.The research of this paper shows that the current situation of internet rumorgovernance can be concluded as: the consensus has been formed,the legal process has been accelerated,the subject has become diversified,and the governance process has begun to show a certain effect.However,there are still some problems.For example,the internet rumor management is confined only to the network level,the main linkage is not much,governance resources are not enough(reflected in the conformity cognition and generalization of responsibility of the public,thebenefit in the rumor spread process,the lack of media professionalism),and government governance is still lagging behind.Finally,based on the advanced experience of foreign countries,the paper draws on several aspects that can be used for reference: the perfection of legal construction,judicial protection,internet users management,technical supervision and media literacy education.Personal ideas combined with the specific practice of S City,the author puts forward measures to deepen the governance of internet rumors from six aspects:source control-early warning – defense building-strong security-multi communication –collaboration.Strengthen the comprehensive management of society and the internet rumor warning control.Improve the national network media literacy.Build a strong security and technology blocking system.Strengthen communication and coordination with media.Play a government-led collaborative governance mechanism.Enhance the command to the multi-phase interactive transition.Revitalize all the resources.Make the internet operators,internet organizations,the majority of internet users to participate in the governance of internet rumors.
