Research On The Governance Of Network Rumors In Public Health Emergencies

With the rapid development of Internet technology,the spread of Internet rumors in public health emergencies has changed dramatically,and its effective governance research is also particularly important.This article analyzes the research of relevant scholars at home and abroad,using theoretical knowledge of Journalism,Public Management,Political Science and other related disciplines,taking the Internet rumor management of New Coronavirus Pneumonia as an example with Literature Research Methods,Case Study Methods and Content Analysis Method to analyze the content of the first 95 New Coronavirus Network Rumors incident report samples released by Tencent News' s true inquiry platform(posted from January 18,2020 at 12 a.m.to February 2,2020 at 12 p.m.),Trying to explore the spreading rules and characteristics of the early online rumors of the New Coronavirus Pneumonia,summarize the specific practices of the Chinese government in the early stage of the New Coronavirus Pneumonia,and analyze the governance status of the online rumors in public health incidents in contemporary Chinese society.Concentrate on the strength and integrate various aspects of society to coordinate governance.The full text is divided into 5 parts.Chapter 1: Introduction,introduces the research background and significance of this study,research methods and literature review.Chapter 2: Define the basic concepts of Public Health Emergencies,Rumors and Internet Rumors,and explain the characteristics and governance theory of Internet Public Rumors of Public Health Emergencies.Chapter 3: Taking the rumor management of New Coronavirus as an example for analysis.Using the information provided by Tencent's authentic query platform as the research object,the content that has been determined as rumours by the platform is selected as the sample.The query platform is an effective method for managing New Coronavirus Network Rumors.On the other hand,from the three perspectives of preventive governance,responsive governance and comprehensive governance,we summarize the governance practices of cyberrumors in New Coronaviruses.Chapter 4: Based on the governance theory,combined with other cases,summarize the current common strategies for dealing with online rumors in China,and discover itsexisting problems: the laws and regulations for the management of online rumors have not been perfected,prevention and early warning are insufficient,and more rumor restrictions than speech protection,Loss of credibility of local governments.The main reasons for the above problems are the function of the Rumor Field,the competition for public health information resources under the evolution of media,the imbalance of the audience's cognition under the pressure of becoming symmetric,and the transfer of discourse power in the social digital transformation.Chapter 5: In view of the above problems and reasons,it proposes a government-led,media-guided,citizen-based rumor and algorithm-based rumored collaborative governance strategy,which advocates government-led network rumor governance in public emergencies and media and citizen governance Ways,combined with the new media technology environment of artificial intelligence,put forward a strategic picture of algorithm to rumor.
