During the development of balanced compulsory education,our country and the local governments at all levels focus the flow of teachers on teachers’ exchange to enhance teachers’ education benefits and social benefits.Due to the differences between middle schools and primary schools,their policies,methods and problems in dealing with the teachers’exchange have some similarity and discrepancy.With a view of balanced compulsory education and varieties of researches about the teachers’ exchange recently,this paper proposes some exchange methods which are two-way interactive,with professional growth and multi-paths to broaden ways for teachers’ exchange and communication;through investigations,questionnaires to study the methods and results of teachers’ exchange policies in Jinjiang in recent years,collect the statistics and analyze the statistics to analyze the situation of teachers’ exchange in Jinjiang;analyzes the cause analysis in teachers’exchange dilemma.In this paper,the author try to find out the countermeasures,thus to give some suggestions for the improvement of teachers’ exchange mechanism,policies and the formation of the system in Jinjiang;and make efforts to find some efficient and harmonious exchanges to minimizes the gap of teacher allocation in schools,regions,urban and rural areas,and finally to balance the teacher allocation in compulsory education in practice.
