At present, our country compulsory education between regions, urban and rural,intercollegiate faculty configuration is very uneven,.Therefore,draw lessons fromforeign experience, the implementation of teacher communication, highlight the statusof urban and rural teachers exchange and give the specialization of meaning is toimplement compulsory education equality of opportunity and the objectiverequirement of the education fair. Under the guidance of professional theory, how tocommunicating with teachers in a targeted analysis of existing problems, and putforward the related policy system guarantee and rationalization proposal and strategy,is the content of the paper need to be examined.This article mainly literature study method and investigation method, a briefintroduction to relevant successful experience abroad, and survey of urban and ruralteachers exchange situation of Fujian province. First of all, from the theory of"specialization, compulsory education balanced development, urban and ruralteacher’s equilibrium configuration, this paper expounds the theoretical foundation ofthe teacher communication. Secondly, with reference to Japan, South Korea, Franceand other developed countries in the successful experience of teachers, in Fujianprovince as an example for empirical research on the current situation of urban andrural primary and secondary school teacher’s communication. The current problemsexisting in the urban and rural teachers exchange main show is: communication notenough publicity, communication object selection transparent justice. And teacher’slack of mutual cooperation,"adaptive" professional and personal growth and thedriver is not strong. Communication utility was the attitude of teachers, evaluation istoo single, not form a perfect system security, etc. Finally, in view of existingproblems, the author draw lessons from the successful experience of the urban andrural primary and secondary school teachers at home and abroad to exchange, to shiftfrom the concept of teachers,"professional" community building and improvement ofthe system of communication and exchanges "adaptive" analyzes the solution of theproblem and thinking.
