Teacher exchange system is a new measure to promote fair development and balanceddevelopment of education of high quality, which has been the concern of the people. Wetake primary school teachers from city HA as the object of study through the questionnaireand in-depth interviews. Teacher exchange status, influence factors of HA city primaryschool and problems were studied, and we put forward some countermeasures andsuggestions. Conclusions of the study are as follows:Teacher exchange promotes education equity and high quality equilibriumconfiguration. Teacher is the core resource of school development. As a matter of fact,there is not much difference between HA city primary school campus environment, thehardware facilities, and geographic location. The main factors to determine the parentalchoice are the school teaching resources. Teacher exchange promotes the balancedallocation of teacher resources and the balanced development of school and also plays adecisive role on promoting fair education.However,teacher exchange is lacking inlong-term mechanism, which results in system design for instant success, the policydistortion and negative and passive teachers rotation.Purely for the sake of fairness and justice, the impulse to take simple "make it rigidlyuniform rotation method", is irresponsible for teachers and students, which is also a kind ofharm to fairness and balance. The countermeasure should be made from three aspects torealize dynamic resource management. system, school, and teacher The design of thesystem is fundamental, school management is dominant, and teacher participation is themain body. Change the teachers from a school man into a system one, and realize thedynamic management of the implementation of teacher resources, thus promoting theexchange of teachers job rotation jointly. Teacher exchange rotation as a new measure to promote educational equity andbalanced development, from a certain extent is effective to solve the problem of theteachers balanced among schools. To a certain extent, it also cools down the parentalchoices of famous schools for their kids. However, to promote the exchange of teachers isthe most important and difficult matter. Because it is directly related to interests ofexchange teachers, students, parents, schools and other aspects. If it is not well done, it willcause a new unfair, affect the overall improving the quality of education, and even theformation of social stability pressure. Because there is no ready-made mode of practicewhich we can learn form, teachers’ rotation can communicate only with researches and theaccumulation of experience. We can’t be anxious for success. We should not only have thepatience to deal with the practical difficulties encountered and questioned, but also seekcountermeasure and bold innovation of system actively.
