As the country pays attention to environmental protection and sustainable development,the state-owned enterprises with overcapacity are reformed and diverted,among which steel-based state-owned enterprises have a large employee base and a large proportion of skilled workers.“4050” personnel account for more than 80%,and the state-owned enterprises will directly lead to the suspension of The change in the status of most workers in the original company involved the relevant interests of the employees of the original company.Premier Li Keqiang said that the most crucial issue in promoting structural reforms on the supply side and promoting the elimination and elimination of excess production capacity in China is the placement of workers.The author believes that the implementation of social security policies is not only a matter of stabilizing social order,but also addressing the basic livelihood of employees.It should also consider the actual situation of the employees and the real internal needs,and ensure long-term protection for the immediate livelihood.This paper takes large-scale H-steel state-owned enterprises as an example.We obtain empirical data through the reading of relevant texts and in-depth interviews with two employees of the “sandwich level” of the H-state-owned companies and participant observation for more than one year;analysis is from the perspective of demand and advantage.The framework uses qualitative research methods and“process-event analysis” research strategy to analyze the data and discusses it from three aspects:(1)Investigation and research on the specific implementation process of the social security policy for the diversion of the state-owned enterprises(SOEs)and the diversion of personnel for their own relevance.The course of action for rights and interests;(2)Emphasis on the importance of corporate social work advocates a people-centered approach to discuss whether the diversionary rights and interests are guaranteed from the perspective of individual needs,discuss the impact of diversionary staff placement on the overall social cost from a social perspective;(3)Discuss the rights of social security policies We will strive for the role of "trade unions" and the tradition of socialist culture in the reform and operation ofstate-owned enterprises.This study emphasizes that the implementation of social security policies should focus on individual needs.From the perspective of human-centered social workers,we try to emphasize the individual needs of SOEs in the restructuring of SOEs from the perspective of people-centered social workers.This reflects the incompleteness of social security policies for diversion of SOEs and the difficulty and effectiveness of diverting employees’ rights and interests.To demonstrate the importance of corporate social work.At the same time,he responded to Tongqing Feng’s suggestion that trade unions are the interests of workers,but its social function is more prominent than the representation of interests,demonstrating the existence of socialist cultural traditions and socialist culture in the reform and operation of Chinese SOEs as pointed out by Professor Xin Tong.Traditionally,the role of effective cultural mobilization has been played in state-owned restructuring.The author believes that in order to truly protect the rights and interests of SOEs,the following points need to be achieved:(1)Recognizing the significance of the Employees’ Congress,we do not recommend convening a staff representative meeting until the resettlement plan that can truly be implemented and protects the employees’ tangible benefits is introduced;(2)Employees of the state-owned enterprises should work together,and they should work together;(3)The rehousing program should consider the adaptability of employees and have long-term goals;(4)Employees should actively request relevant vocational training;(5)In the fight for rights and interests,as much as possible,support from relevant social organizations should be obtained.
