On Human Dimension Of Social Security Concept

Looking at the process of development of Chinese and western social security, itcan be found that social security has gone through a gradual process of payingattention to humanization and humanity. Though the purpose of social security is tosatisfy human need and in any age it demonstrates itself in concern for man to somedegree, there is still a difference in nature. The root for this difference lies in differentconcepts of different social security system and the different purposes and forms as aresult. At present, our concept of social security has turned to people-oriented humandimension. This dissertation attempts to explore this human dimension from the basiccontent, feature of levels and significance to further perfection of our social securitysystem.The rationality of social security concept lies in correspondence to human nature.Through analysis and investigation of scholars' researches on human nature, humanity,human demand and dignity, human rights, fairness and justice, and applying westernconcept of humanism and Marxist humanism theory, we can conclude that the humandimension of social security concept has three basic levels. The first is comprehensionand concern for human nature which is the logical start point of the human dimensionof social security and demonstration of people-oriented core value in social security.The second is establishment and satisfaction of human demand based on human care,which is the core of human dimension in social security concepts. The third isestablishment of social security right which is implement and guarantee of humandimension in social security. The three layers have progressive as well as penetratingrelations, showing the common feature in Chinese and western human nature.Chinese people have their own peculiar human features, therefore, we can'tillustrate Chinese peculiarity based on common human dimension of Chinese andwestern social security only through reflection and summery of western concept ofhumanism and Marxist humanism theory. So, in exploration of human dimension ofsocial security concept, we have to study its Chinese elements which directly influence the features of establishment and implement of our social security system.Our way of reflection on man is based on Confucian culture and has three principles,that is, organic thinking principle, analogical deductive principle and people-orientedway of thinking. From these three principles, we have formed our peculiar humannature and human values, that is, doctrine of good human nature based on unity ofheaven and humanity and clan and blood-tied relation with family as the unit.Understanding of doctrine of good human nature based on unity of heaven andhumanity and pattern of life reflection based on clan and blood-tied relation decideChinese people's peculiar human values, including view of love with filial piety as theutmost, idea of social administration with moral above legal ruling, parentaldominance, etc.. These demonstrate themselves as stress in family security not socialsecurity and stress in restricts of morals not legal system in the practice of our socialsecurity system.Theory related to reality is the final appeal in theory construction. Our ultimatepurpose in previous theoretical research is to analyze development, present situation,problems and improvement countermeasures in Chinese social security system afterthe founding of PRC, applying human dimension of social security concept ( as wellas Chinese and western common feature and Chinese peculiar human nature). Fromthe angle of human dimension, we can see our social security system has gonethrough the process from being "system-oriented" to "economy-oriented" and topeople-oriented", reflecting improvement in the degree of human care in depth of thesystem. So, we can also describe the present situation of our social security systemaccording to previous-mentioned three levels of human dimension of social securityconcept. First, from the level of social security concept, the concept of social securitysystem in contemporary China is people-oriented, and this is the realistic applicationof comprehension and concern for human nature in human dimension. Second, fromthe practice of social security system, social security system in contemporary Chinacan be divided into five parts: social assistance, social security, social welfare, specialcare and placement and guarantee in housing. Corresponding to Maslow's hierarchy ofneeds, they satisfy people-oriented human demand. Last, from the level of legal rights of social security, China has started to pay attention to maintain people's securityrights which is the implement and guarantee of human dimension of social securityconceptBut, from human dimension, we can see that our social security system still hasdefects. First, from the level of social security concept, the social security system,though being people-oriented instead of being system-oriented or economy-oriented,still neglects human equality due to the existence of binary opposition structure of cityand country. Second, from the practice of social security system, the system can'tsatisfy human physiological need and safety need in a dynamic form and has biggerdefect in satisfying man's social need. Last, in establishment of social security rights,though our constitution has some items related to social security, still we can see somepractical loss in the field of social security from the comparatively deficient content aswell as the imprecision of language.To solve these problems, some countermeasures are put forward. First, whilerespecting history and difference, we should break dual social security structure ofcity and country by gradually adopting "integration of city and country", so as to showfairness in social security concept. Second, we should establish a social securitysystem which is wide in coverage, multi-leveled and appropriate in level of security,so as to guarantee human needs in every aspect in practice. Third, we should, inaccord to Chinese tradition of clan and blood-ties, pay attention to the subsidiaryfunction of family security to social security. Fourth, on the macro level, thelegislation of China's social security should be well defined in right and responsibilityand clear in language expression, so as to provide the legal basis for social securityrights; and on the micro level, it should be meticulous and systematic, so as to providepractical help in maintaining social security rights.
