The Problems And Improvement Strategies Of Target Management In Universities Based On The Empirical Research Of University Z In Henan

Target management is a modern management method,which is widely applied to society in various fields.As Chinese higher education developed into the stage of popular education,target management is facing a great challenge;target management of higher education also comes to a historic moment.Target management of higher education is essentially the practical application of the theory of target management in the management of colleges and universities.The implementation of target management of higher education is in fact aiming at special management objects and effective incentive restraint activities.However,the goal of management and research institution of higher education is still in a preliminary stage,it is lack of theoretical basis,lack of college characteristic,regional characteristic and education characteristic,and also lack of implementing object limitations and execution process such as supervisory mechanism.How to explore a set of effective target management system which is suitable for college characteristics and adapt to education is a problem to be solved in higher education management.According to the thoughts of asking questions,analyzing problems to solving problems,on the basis of investigation of target management in Z University,combining the reality of management in higher education,makes research on the real application of target management in colleges and universities,making target management more standardized and scientific.First of all,based on target management theory,this paper discusses the system theory,control theory,the human nature theory,incentive theory and the theory of demand,by analyzing these related theories,it tries to find a theory foundation.Secondly,by the investigation of objectives management situation of Z University,with the methods of literature consultation,interview and qualitative analysis,finding the z target management has made certain achievements,the university has targeted to carry out the target objective management,mobilized all the staff's work enthusiasm and creativity,promoted balanced and sustainable development of the school.However,it still has some problem,such as lack of scientificity,lack of monitoring of target process and unreasonable design of index system.Finally,in view of the problems in the school development orientation,ideologicalunderstanding,target system and implementation system and other aspects of the specific countermeasures,by combining theory with practice,making clear the steps and operation strategy of target management in university,finally realized the idea and purpose of scientific and efficient use of objective management.Through the study,this paper finds that the target management of Z University is a complete and continuous circulation system.In the specific implementation of the objective management,Z Universities gradually decompose the target and make each target unit and personnel responsible for the corresponding work.This method can not only quantify the rights and interests,but also strengthen the self-control of colleges and universities,and bring the total goal into the goals at all levels,and finally achieve the completion of the sub goals and the realization of the overall goals.In the process of achieving the ultimate goal,the managers of various departments supervise each other,support each other,cooperate with each other,find the best way to solve the problem,and improve the prosperity and vitality of Z Universities.In addition,this paper points out that target management plays an important role in the scientific development and long-term development of universities,and the target management practice is still facing some challenges.The implementation of the target management system should follow certain principles and perfect methods.Although Z's goal management has achieved remarkable results,the target management system still has further practice and improvement.In order to improve the teaching quality and scientific research level,colleges and universities must grasp each link in the process of target management,take full consideration of its own characteristics,clear the overall goal,and rationally decompose the target into every valuable target,evaluate the index effectively,and feed back the performance in time.Only in this way,can the goal management have vitality,make the goal of universities reach the expected effect,and can improve the quality and efficiency of the school and ultimately improve the overall level of the school.
