Research On Socialization Improvement Of Logistics Management In Universities And Colleges In Dalian

The reform of logistics socialization is a very important aspect of deepening reform in universities,It appears in an background of in order to overcome the bottleneck constraints,speed up the talented personnel training and promote the development of higher education.Since the beginning of the reform on universities logistics socialization,a big breakthrough been made,found the logistics socialization transformation path under the combined of planned economic system and university logistics market economic system,to a certain extent,solved of the bottleneck constraints of development for higher education.Effectively promoted the rapid development of higher education.However,in recent years,the reform has been quietly down,more problems and difficulty been coming up,dissatisfied voices from relevant interests increasing generally.Therefore,to analyze these problems and finding the cause of the problems,and to explore the ways and means to solve the problem means a great significance for providing forward-looking analysis and theoretical support for the further development of the socialization reform of university logistics.This article elaborates the historical background,the goals and the achievements of the reform of the socialization of the university logistics in our country.Also analyzes and compares the three social models of university logistics management in Dalian,found that there are imbalances between "social benefit" and "economic benefit" in the university logistics under the three modes.The conflict between the two values of "for the purpose of public interest" and "profit for profit" is the most important problem facing the current university logistics and that conflict is also the main factor restricting its development.The stakeholders of the logistics reform-the government,schools and logistics department,objectives inconsistent,chaos,lack of responsibility is the main cause of the problem.Unified goal of the reform,defined the responsibilities between the government,the school and the logistics department,straighten out the relationship between the three is the way to solve the problem.The government should continue to play the role of the leader promote the reform,improve the policy support for the reform,at the same time improve the regulatory system to the logistics departments,to avoid lack of public welfare.The school should fully assume the responsibility of the logistics reform practitioners,change the functions of logistics departments,earnestly carry out regulatory duties,speed up the reform meanwhile ensure that to achieve good social benefits.The logistics department should take the government support and the reform as an opportunity,based on the school internal market,ensure a good social benefits,also through the establishment of modern enterprise ideas and mechanisms,change the original management model,to achieve scientific management,improve market competitiveness,and facing the market to achieve good economic efficiency.
