Think tanks are composed of experts from various disciplines and related fields.The purpose of the think tanks is to face various economic,political,social,cultural,educational,technological,military,and diplomatic issues for decision makers and related decision-making departments of various governments.When it comes to major strategic issues such as planning and advice,it also provides research-oriented decision-making consultative agencies that support the corresponding theories,ideas,strategies,and methods.The educational think tank is a research-based decision-making consultancy composed of experts in various disciplines and education fields.The new-type educational think tank with Chinese characteristics is the main research object in the process of education development and the problems that arise in practice and public policies.It is a research and consulting organization that serves the Party and the government in a scientific and democratic decision-making policy.In this study,the literature analysis method and historical analysis method were respectively adopted.In combination with China's national conditions,in the content of the first chapter,we not only combed the development history of Chinese and foreign think tanks,but also the concepts and types of new-type educational think tanks with Chinese characteristics.The functions and operating mechanisms are clearly defined.At the same time,this study also made a clear explanation of the special characteristics and‘newness' of Chinese characteristics.The development of think tanks at provincial education institutes(institutions)is bound to face many challenges.This study put provincial education institutes(institutions)as research objects,focusing on the construction of provincial educational think tanks,so this study is first The chapters of the chapter theory also correspond to the construction of indicators for new think tanks with Chinese characteristics,and constitute a first-level indicator from five aspects: decision influence,academic influence,public opinion influence,collaboration and communication capabilities,and resource support.We have refined the first-level indicators to the second-level indicators,and hope that we can provide reference standards for the development of think tanks for educational institutes and institutes across the country.At the same time,based on the literature analysis and survey methods,this study learnedabout the development of the development of think tanks at various provincial-level educational institutes(institutions)in China.The analysis and research on the development goals and positioning,main functions,publicity tools,research teams,and characteristic fields of provincial education institutes have analyzed the existence of fuzzy target positioning in the development of think tanks in the provincial education institutes,and lack of features in development fields.The team building and personnel training mechanisms lack innovation,publicity channels are relatively single,and the role of government supervision is ambiguous.Through the case analysis method,this study analyzed the think tank construction of Liaoning Education Research Institute.The comprehensive analysis of the Liaoning Institute of Education think tank construction approach from the three aspects of the Institute's construction background and concepts and effectiveness,and concluded that the excellent experience of the Liaoning Education Research Institute think tank construction provides reference for the construction of think tanks of other provincial education institutes.In the end,this study separately proposes strategies for the construction of provincial educational think tanks from three aspects: refinement of target positioning,highlighting characteristic development areas,strengthening of think tank team building,innovating talent cultivation mechanisms,broadening publicity channels,and promoting government procurement services.The Institute of Graduate Education offers referenceable opinions.
