| Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China firstly proposed the need to establish and perfect a sound decision-making consultation system and to focus on the construction of a group of high-end think tanks with significant influence.Reports of the 19 th National Congress of the Communist Party of China emphasize again that we must strengthen the construction of new think tanks with Chinese characteristics.Educational think tanks are an important category of newtype think tanks with Chinese characteristics and it takes the public policy on major strategic issues in the field of education as main research object which is of great significance to improving the quality and level of education decisions made by our government.Firstly,this thesis defines and analyzes the concept and characteristics of the Chinese educational think tank and focuses on the analysis of the status quo of the development of China‘s educational think tanks from the perspectives of influence rankings and research status,and points out the problems existing in the construction of Chinese educational think tanks.Secondly,this thesis mainly takes the National Institute of Educational Policy(NIER)in Japan as an example and reviews its development in terms of development history,organizational structure,and other aspects.The index tools of the University of Pennsylvania‘s Think Tank and Civil Society Program(TTCSP)is used to analyze the development characteristics of NIER in detail to obtain related reference experience.Finally,based on the problems existing at present development of China‘s educational think tanks and the inspiration learned from NIER‘s development experience,this thesis presents specific development countermeasures for the think tanks in China in terms of its own positioning,research direction,organization structure,independence,supervision and evaluation,and propaganda platform construction.It is believed that as China‘s emphasis on educational think tanks continues to be strengthened and related construction measures continue to be improved,China‘s educational think tanks will have more and more opportunities to play their role as advisors in the future,and their influence at home and abroad will also be greater.Eventually,high-end educational think tanks which have China model and are able to present proposals appropriate for China will be completed. |
