As an important decision-making consultation institution,university think tank is playing an increasingly important role in the modernization of national governance system.The scientific college think tank evaluation is helpful to examine the problems in the construction of college think tank,diagnose the pulse of the development of college think tank,clarify the standard and set a benchmark,and promote the positive interaction and overall strength of college think tank in China.The evaluation of university think tanks in China is in the preliminary stage of exploration.The lack of cooperation between single evaluation subjects and multiple evaluation subjects,the imperfection of evaluation tools,the low scientificity and consensus of evaluation index system,and the application of evaluation results restrict the performance of the evaluation function of university think tanks.Therefore,it is urgent to establish a perfect evaluation system for the development of university think tanks.On February 10,2014,the ministry of education issued the "plan for promoting the construction of new university think tanks with Chinese characteristics",which put forward the instruction of"improving scientific research evaluation" for the evaluation of university think tanks.On January 20,2015,the general office of the state council issued the "opinions on strengthening the construction of new think tanks with Chinese characteristics",emphasizing the in-depth implementation of the construction plan of new think tanks with Chinese characteristics in universities,promoting the development and improvement of university think tanks,giving full play to their disciplinary advantages,reforming their management system and improving their overall level.The above documents provide a top-level design for the improvement of the university think tank evaluation system.In this context,this paper,based on public administration and education evaluation,combines governance theory and the fourth-generation evaluation theory to construct the theoretical analysis framework of university think tank evaluation,explores the problems in university think tank evaluation through questionnaire survey,and analyzes the internal mechanism of restriction and perfection with theoretical tools.Under the framework of theoretical analysis,the construction of scientific university think tank evaluation index system is taken as the "order parameter" in the dimension of university think tank evaluation elements to coordinate and integrate other elements in university think tank evaluation,so as to jointly promote the solution of university think tank evaluation problems.Finally,based on the constructed indicator system,18 typical university think tanks were selected for empirical evaluation and to analyze the evaluation results for empirical testing.This paper is composed of six parts:introduction,four chapters and conclusion.In the introduction part,the author puts forward the idea and theme of this paper,and makes a detailed analysis of the present situation of the research on think tank evaluation and think tank evaluation in colleges and universities.This article uses the theory analysis tool management theory and the fourth generation evaluation theory to carry on the elaboration,clarifing this article research thought and the method,elaborating this research main content and the value orientation.Chapter one elaborates on the dimensions and theoretical analysis framework of university think tank evaluation.elaborates on the subject dimension,object dimension,tool dimension,index dimension,result dimension and other essential dimensions of the university think tank evaluation.Through the governance theory and the fourth-generation evaluation theory,the theoretical analysis framework of university think tank evaluation is established,and the induction of the institutional environment of university think tank evaluation,which is the premise of the construction of the analysis framework,is elaborated in detail.The establishment of the theoretical analysis framework provides theoretical guidance for the empirical research below.In chapter two,this part designs the investigation plan,and firstly analyse the questionnaire design,sampling plan,sample data,etc.Secondly explores the influence degree of each dimension of university think tank evaluation on the evaluation index system,evaluation results and the "coupling"relationship between each element dimension.Through the analysis of factor dimensions,it is found that the degree of diversification of evaluation subjects has a great influence on the scientific degree of the construction of the evaluation index system,indicating that diversified evaluation subjects can promote the scientific nature and consensus of the construction of the index system.Among the influences of the perfection of evaluation tool rationality on the science of evaluation index and the public trust of evaluation result,the evaluation method has the greatest influence on the scientific degree of evaluation index.The degree of perfection of the evaluation system has a great influence on the science of the evaluation index system and the public trust of the evaluation results.The perfection of evaluation procedure has great influence on the public trust of evaluation result,but has little influence on the scientific nature of evaluation index system.Secondly,through the questionnaire survey,this part explores the problems faced by the think tank evaluation in colleges and universities,such as the single evaluation body,the pertinence and scientificity of the evaluation index system to be improved,the rationality of the evaluation tools to be imperfect,and the application of the evaluation results to be imperfect,etc.,and through theoretical analysis,the mechanism of restricting its perfection.The third chapter,based on the analysis of the problems and internal mechanism in the second chapter and theoretical tools for guidance,puts forward the construction of the evaluation index system of the university think tank.Secondly,This paper expound the principles,initial set,questionnaire design and relevant descriptive statistics of index system setting.Thirdly,science and the construction of evaluation index system of university think tank,is not to come out of thin air.Instead,it follows the policy guidance of "improving scientific research evaluation" in the plan for promoting the construction of new university think tanks with Chinese characteristics,And on the basis of sorting out the research of think tank evaluation and university think tank evaluation,it pays attention to the value tendency of government departments,third-party evaluation agencies,peer review,university think tank,people and society and other multiple evaluation subjects and the rational improvement of evaluation tools,and is constructed by combining the functions and characteristics of university think tank.The choice of evaluation index system is screened by questionnaire survey and the index structure is modified and weighted by factor analysis.Finally,this paper compares the evaluation index system published by the global think tank research center of zhejiang university of technology and the China think tank research institute of nanjing university with the evaluation index system constructed in this study,analyzing the similarities and differences among the three.The fourth chapter,Through scientific sampling,18 think tanks of colleges and universities were selected for empirical evaluation.Based on expert interviews,evaluation criteria were formulated to explain the scoring of evaluation criteria in detail.analyzing the evaluation results of the think tanks in 18 universities,excavating the universal problems of the intelligence inventory in the samples,and putting forward the strategic path for the improvement of the think tanks in universities through the guiding role of the evaluation index system,so as to respond to the application of the evaluation results in the think tanks in universities.The theory of tail summarize the main research contents of this paper.This paper summarizes and reviews the application of index system and evaluation criteria,the improvement of instrumental rationality,the application of evaluation results,and the demands of subjects and objects.Finally,this paper analyzes the deficiencies of the research and looks forward to the possible research focus of university think tank evaluation research in the future.The innovations of this paper are as follows:1?Construct the theoretical analysis framework for the evaluation of think tanks in universities.At present,the academic circle's theoretical argumentation of evaluation research on think tanks in universities is mostly weak,and there is no complete theoretical analysis framework system.Based on the problems in the evaluation of think tanks in colleges and universities,this paper uses the governance theory and the fourth generation evaluation theory to build the analysis framework of the evaluation of think tanks in colleges and universities.In this analysis framework,think tank evaluation of colleges and universities is regarded as a systematic engineering involving the main dimension of evaluation,the dimension of evaluation index,the dimension of evaluation tools and the dimension of evaluation results.Analyze the relationship between factor dimensions,taking the construction of evaluation index as the dimension of "order parameter" coordination and integration of other factors in the evaluation of think tanks in colleges and universities,to solve the problems in the evaluation of the university think tank and explore the perfection of the evaluation system of the university think tank.2?The innovation of research perspective.Academic research on evaluation of think tanks in universities focuses on the construction of index system,but ignores the attention and discussion on other factors.This paper through the questionnaire survey of empirical research,to analysis the correlation among the elements dimensions of evaluation of think tanks in universities,to explore the evaluation main body dimensions,evaluation object dimension,evaluation tools such as dimension,evaluation result dimension,the influence of the evaluation index to construct in colleges and universities,and these have not had in the previous studies.Through the empirical research of questionnaire survey,this paper rationally recognizes the correlation between the dimensions of evaluation factors of think tanks in universities in a quantitative way.In order to show,describe and infer the characteristics,trends and laws of the studied objects,to demonstrate the multidimensional and systematic nature of the evaluation of think tanks in colleges and universities,and to provide theoretical guidance and empirical basis for solving problems in the evaluation of think tanks in colleges and universities,which has never been seen in previous studies.3?Innovation of evaluation index system of think tank in universities.At present,the evaluation index system of think tanks in colleges and universities is mostly established on the basis of the value tendency of a single evaluation subject,ignoring the value demands of multiple evaluation subjects and the comprehensive application of multiple evaluation methods,which reduces the consensus and scientificity of the index system.Through literature review,questionnaire survey and related interviews,this paper tries to focus on the user subjects of university think tanks,such as government,media,public,stakeholders,peer review,third-party evaluation agencies and university think tanks themselves among potential evaluation subjects.Construction combined with the function and characteristics of colleges and universities,a think-tank,include "academic influence,social influence and government influence,the external cooperation and communication of think-tank,think-tank organization",a total of 34 indexes such as the evaluation index system of quantitative,through factor analysis technology,eventually identified include "think-tank input and platform construction factor,think tanks,government and social influence factor,factor,a think-tank,cooperation and communication,think tanks,academic capacity factor" five levels of evaluation indexes and 29 secondary indexes,the quantitative evaluation index system.The quantitative index structure obtained by factor analysis can respond to the functions of university think tanks and provide a referential dimension for measuring the influence of university think tanks.In order to improve the evaluation method,11 sets of qualitative indicators were selected through the questionnaire survey to make up for the shortage of quantitative indicators.4?Systematically summarize the problems faced by university think tanks,and put forward countermeasures and suggestions for improving the university think tanks.Past college think-tank evaluation study only pay attention to the evaluation results ranking,lack of the evaluation results of analysis,summary and discussion,this article through scientific sampling to evaluate 18 think-tanks in universities,not only analysis the present situation and influence of universities thinks,also excavate the universality of inventory in the problem,and based on the index system of guiding role,this article proposes the countermeasures and Suggestions of think-tank ascension.For example,the sample of university think tanks is not perfect in materialized construction and internal organization management,the degree of realization of government and social influence of university think tanks is low,and the collaboration between disciplines of university think tanks needs to be further deepened.According to the reference dimension of the evaluation index,it is proposed to deepen the materialized construction of university think tanks and improve the supporting system of university think tanks.We will improve the mechanism for the release and transformation of the results of university think tanks,and enhance the influence of university think tanks on the government and society.From the discipline,project,personnel and other aspects to deepen the university think tank collaboration,expand foreign cooperation and exchanges and other countermeasures and Suggestions.
