Research On The Operational Mechanism Of University Affiliated Think Tanks In America

With the development of Chinese Reform and Opening up,think tanks in China began to rise and participate in the process of political decision-making,research topics of think-tank are from the abstract political direction to the specific professional fields.In 2010,Chinese"National Medium and Long-term Program for Educational Reform and Development(2010--2020)"has clearly stated:Chinese universities should "actively take part in decision-making consultation,develop forward-looking and strategic researches,and give full play to the role of think-tank".Thereafter,Chinese universities have carried out the construction of think-tank in succession.Think-tank was first generated in America during WWII and developed rapidly in Western developed countries after WWII.Western academic research for think tanks are relatively more mature.In the construction of the operation mechanism of university affiliated think tanks,we can learn from some aspects of the western famous university affiliated think tank.Presently,from the situation of countries all over the world,America has the largest number of think-tank,the highest level of consultation and research,and the biggest influence.Besides,think tanks which are affiliated to universities in America,have become the main trend of American think-tank construction owing to the advantages of comprehensive disciplines,abundant talents,etc.Based on document analysis method,this paper has run through research on the think-tank and its operation mechanism,the developing courses of think-tank,and the present situation of American university affiliated think-tank.According to the relationship between think tanks and universities,the development characteristics of university affiliated think tanks in America are summarized.With case analyzing method,this paper first introduced development history and influence status of Hoover Institute of Stanford University,so it finds that Hoover Institute is a leader in the development of American university affiliated think tanks,and the earliest time to set up.Then it described and analyzed the specific operation mechanism of the Hoover Institute and illustrated by the example of the K-12 education research team.Concluded from the research results,the success of the Hoover Institute is related to the specific operation mechanism in its special background.The operation mechanism mainly include four aspects:talent management mechanism,capital operation mechanism,research management mechanism and achievement promotion mechanism.At last,according to these successful experiences,in the construction of operation mechanism of Chinese university think-tank,we should set up scientific and reasonable talent management mechanism,combine with the development of colleges and universities to build a unique research goal,explore a diversified funding channels,and improve the level and form of scientific research results.
