“The main contradiction in China has been transformed into a conflict between the people's ever-growing needs for a better life and unbalanced development.” As quoted in China's 19 th NPC Government Report, people's increasingly rich material and cultural life can no longer meet the needs of their spiritual life.Their desire for beauty and the longing for high quality life all require good education, which starts from the fine art education since childhood.“Education is incomplete if without art learning” Mr.Wang Dengfeng,Secretary of the Sports Health and Art Education Department,Ministry of Education, said at 2018 China's Top Two Sessions.Children's art education should be devoted to cultivating children's creativity, imagination and aesthetic ability,so that children can learn to understand the beauty, feel the beauty, and express the beauty.Through the integration of art education inside and outside school,a concerted effort could be formed to create the ubiquitous artistic influence on the whole society. To nourish the educational environment,we can truly create a society full of beauty, creativity, imagination and love, and we can truly make Wuhan a "Capital of Design" and “Capital of Creativity”.This paper focuses on the problems existing in the art education for young children in Wuhan, and provides specific solutions from the three aspects: people's concept on children's art education, children's art education teaching models, and the integration of fine art education inside and outside schools. The solutions include: guiding principles for curriculum design and suggestions on pedagogy, selection of teaching content, design of assessment criteria and setting up social support system, providing practical reference for children's fine art education in Wuhan.
