"Why The Social Worker Examination Is Popular,But The Social Worker Certificate Is Belittled"?Analyze This Issue From The Perspective Of Recognition

In recent years,the Central Government has strongly advocated the development of a contingent of professionals in social work.Both the Medium and Long-term Plans for the Construction of a Social Work Specialized Personnel Team(2011-2020)and the Equalization Plan for Promoting Basic Public Services for the Thirteenth Five-year Planed By the year 2020,the total number of social work professionals will increase to 1.45 million.Certified social workers have apparently been included in these 1.45 million social work professionals.Under the impetus of such policies,the occupation level test of social work in our country shows the phenomenon of "Social Worker Examination is popular".on the one hand,the number of examinations and certificate holding rate have all increased substantially.On the other hand,various kinds of problems have become increasingly exposed.A large number of non-professional,not engaged in social work industry,less than the number of years of working population into the social worker examination,the gold content of the social workers certificate dropped significantly,showing the phenomenon of’ Social Worker Certificate is belittled".The existing researches pay more attention to the problems of the social work career system itself and the differences with the developed countries,and pay less attention to the opinions and attitudes toward the certificates among different subjects.This article uses a qualitative research method to interview 17 professional social workers who have different academic background,professional backgrounds and work backgrounds.To understand their thoughts and reactions before and after taking part in social worker examination and obtaining social work certificate,to understand the status quo of the social work examination in our country and the specific problems that exist in it,and to understand the substantive reasons for the " Social Worker Certificate is belittled " through the appearance of " Social Worker Examination is popular." From the perspective of recognition,this article analyzes the recognition of the status symbol and the symbol of ability of the professional level certificate of social work by the four main bodies of professional social workers,social organizations,relevant government departments and the general public respectively.The study found that because of the existence of certain rights between these four types of recognition bodies,the original rights relations among the subjects directly affected the recognition of social work certificates by various subjects.The analysis of the relationship between the main body,the government occupy the absolute dominance of the government recognized a profound impact on the recognition of social organizations and personal recognition,which together affect the social recognition.The study found that the formal recognition of the social worker certificates by the government is greater than the substantive recognition as the root cause of the contradictory phenomenon of "why the social worker examination is popular,but the social worker certificate is belittled".The inadequate recognition of government-level institutions is the root cause of the low gold content and low recognition of social work certificates.The credibility of social work certificates is confronted with challenges,which affect the professional reputation of social work to a certain extent.At this stage,if we want to improve the social status of social worker certificates,the government must guide the social worker examination reform.Whether the government can substantively recognize social work professionals is the fundamental reason that affects the development of the entire social workforce.
