Streets and residents' committees licensed social workers are important part of the Chinese social work professionals.Streets and residents' committees licensed social workers who play important role in the environment of promoting“ community,social organizations,social worker linkage ” for community construction also have the special advantages of the social work professionals.In the city of Qingdao,over half of social workers are the Streets and residents' committees licensed social workers who have rich experience,college degree are young and middle-aged females for the most.Due to their compensation is stable,government support and policy support is relatively perfect,full play of “people in the community”,high professional identity,they play the professional role effectively in the use of many ways,such as USES in case management,group interaction,cultivating social organization,innovative methods of social governance to work and so on.Because of the lack of professional guidance,they can't use their professional knowledge effectively,such as dual role conflict,obviously inadequate in the professional ability,lack of professional teachers' guidance,lack of involvement in a systematic way for the social work,lack of stability,recognition need to be raised.For this reason,in order to effectively promote the function of Streets and residents' committees licensed social workers in the social work,we should take measures in many ways,such as setting specialized social work post,enhancing the construction of professional ability,building professional supervision system,perfecting incentive mechanism,weakening system restrain through Top-level Design and so on.
