Study On The Status Of Postgraduates’ Aid And The Strategy Of Accurate Aid In Hubei Regional Colleges And Universities

With the continuous enlargement of the enrollment scale of graduate students in China and the deepening reform of the training mechanism,postgraduate education bears the heavy responsibility of cultivating scientific research personnel in the country.As an important part of postgraduate training,post-graduate funding has attracted widespread attention from all walks of life.In recent years,government departments and national leaders have continuously issued a series of funding policies to effectively solve the difficulties and worries of postgraduate life.In 2017,the Ministry of Education and the Academic Degree Committee of the State Council proposed to protect and improve the level of treatment for postgraduates in the “13th Five-Year Plan for Development of Academic Degrees and Graduate Education”.It mainly adopts the methods of reducing tuition fees,granting special hardship subsidies and student loans to the family economy.There is a need to provide targeted funding for graduate students with financial difficulties.In addition,social groups and individuals are encouraged to set up postgraduate scholarships.Premier Li Keqiang instructed officials in the field of education,science,culture,health,and the grassroots to speed up the basic subsidy standard for postgraduates,so as to stimulate the enthusiasm of graduate students for learning and scientific research.Therefore,the continuous improvement and gradual precision of the postgraduate subsidy system have important and significant implications for self,schools,and nation-building.This paper mainly uses the case analysis method and the questionnaire method to conduct research.It is based on the discussion of the need for accurate funding,the need for accurate funding and related theories.Then,taking the Hubei University for example,make in-depth analysis on the present situation of postgraduate graduates’ aid system from six aspects,Sources,funding,methods,targets,allocation of funding and social support for funding.And then,Aiming at the investigation and research of postgraduate system in Hubei area,this paper summarizes the problems existing in the current graduate funding system and analyzes the related reasons.Finally,according to the existing deficiencies in the funding system at the present stage,this paper discusses about countermeasures and suggestions to implement postgraduate students’ aid system.This study consists five chapters:Chapter One: Introduction.Taking the source of the topic and the selected topic as the starting point,combining the theoretical significance,practical significance of the topic,and the research status at home and abroad,the graduates’ accurate funding will be sorted out and studied.This chapter analyzes the existing deficiencies of existing research,discusses the trends of scholars’ research on graduate student funding system,and proposes future research prospects in light of the existing problems.This research uses a variety of research methods such as literature analysis and questionnaire surveys,and formulates relevant technology roadmaps to ensure the comprehensiveness of the research.Chapter two: Definition of related concepts and the theoretical basis.This chapter defines the concepts of post-graduate funding and accurate funding,and elaborates on the historical evolution,main content,and applicability of motivation theory,cost sharing and higher education efficiency and equity in this study,which provides a theoretical basis for the writing of the latter.Chapter three: Taking part of 211 colleges and universities,985 universities and colleges and universities as the survey objects,the status of university graduates’ funding in Hubei is investigated.This chapter analyzes statistical survey questionnaires and interview materials,and mainly analyzes the status quo from the following aspects: basic information description of survey samples,status of graduate student funding sources,status of graduate student funding,status of postgraduate funding,status of graduate funding,and distribution of postgraduate funding Status and postgraduate funding for social cognitive status.Chapter four: Through the current research on the state of postgraduate funding in Hubei,this paper summarizes the main problems existing in accurate funding for postgraduates in Hubei and analyzes the reasons for the problems.Based on the survey data,this chapter shows that there are inaccurate identification of funded objects,inadequate funding,single funding methods,lack of targeted funding based on the type,grade,and discipline of postgraduates,and imperfect supervision mechanisms for funding and funding sources.It also analyzes the reasons from the aspects of funding concept,funding accreditation procedure,funding structure,funding system and funding management.Chapter five: Aiming at the problem of precise funding for postgraduates in universities in Hubei,the paper puts forward some countermeasures to enhance the accuracy of post-graduate funding in Hubei universities.Mainly from the clear concept of postgraduate funding,improve the method of postgraduate funding,increase funding,standardize the accreditation process for accurate funding of graduate students,further funding system,expand the main body of postgraduate funding,strengthen the management of postgraduate funding and pay attention to the assessment of the effectiveness of postgraduate funding,etc.On the other hand,suggestions are made to enhance the accuracy of funding.
