| In recent years,Australia’s scientific research capabilities continue to improve,causing widespread concern in the world.From the list of "2017 CWTS Leiden Ranking" conducted by the CWTS(Science,Technology and Research Center,Leiden University,Netherlands)for the performance of 902 universities in the world,five colleges and universities in more than 40 universities in Australia are among the top 100.This result fully demonstrates the educational strength of Australia and also affirms the breadth and depth of the Australian university research system.ERA is Australia’s continuing impetus to enhance the scientific research and institutional security,ERA Australian universities to create a good academic environment to promote Australia’s "first-class" colleges and universities and the construction of "first-class" disciplines;for colleges and universities to specify the direction of development,at the same time It also brings rich information and research results to all walks of life in Australia.The article starts from the historical evolution of the evaluation of excellence in Australia,and uses the methods of literature analysis,historical analysis and interview to conduct a more detailed study of the content of the ERA including the evaluation department,objectives,processes,mechanisms and index system,And analyze and summarize the main features of ERA,excellent performance and excellent ideas,which can provide useful reference for the development of discipline evaluation and scientific evaluation in our country.A total of six chapters of the article,the content can be divided into four parts.The first part includes the first two chapters.After introducing the origin of the research,the significance of the research and the status quo of the research at home and abroad,the first part contains an overview of the development of scientific research evaluation in Australian universities and the background of the ERA.The second part contains the third chapter,mainly introduces the connotation of ERA.In the content of the evaluation objectives,evaluation process,evaluation mechanism and index system construction,etc.made a more detailed statement,and concluded that the ERA to the quality of scientific research as the core,the world level as a judge of the quality of the outcome of the scientific,systematic System to protect excellence,guide the advantages and development of colleges and universities and other outstanding ideas.The third part is corresponding to the fourth chapter.Based on the analysis of the connotation of ERA,the paper further elaborates the outstanding results brought by the implementation of ERA for Australian universities,summarizes the characteristics of ERA in various aspects,including the adoption of different indicators in different disciplines,Evaluation of the combination of tight organization and focus on the avoidance of conflicts of interest to the information platform to manage the data,concerned about the conversion of results.This part finally analyzes some controversial issues existing in ERA.The fourth part includes Chapter V and Chapter VI.The fifth chapter is the foothold of this study.After researching the connotation,characteristics,concepts and problems of ERA,this essay concludes the enlightenment of ERA to our subject evaluation and research evaluation.The evaluation subject de-administrativeization is conducive to the implementation of evaluation work;the establishment of long-term evaluation mechanism can comprehensively evaluate the quality of results;the application of data platform can greatly enhance work efficiency;strengthen supervision and promote the transformation of achievements can we win more support,Some Important Experiences and Enlightenment of Improving Social Service Function of University Scientific Research Achievements.At last,the author summarizes the full text and puts forward the prospect of this research work. |
