Teaching is the foundation of higher education.The quality of talent cultivation is largely determined by the quality of teaching.The quality of teaching is directly related to the cultivation of high-level talents in society,the learning of students' professional skills and the cultivation of learning ability.However,how to motivate colleges and universities to pay more attention to teaching work,provide excellence teaching to higher education stakeholders,and how to accurately and effectively evaluate the quality of teaching in colleges and universities is still a difficult problem in the worldwide of higher education field.As a traditional power of higher education in the world,Britain is facing problems such as "emphasis on scientific research and less emphasis on teaching" and the inability to provide value-for-money education to higher education stakeholders.In May 2016,the United Kingdom introduced the Teaching Excellence Framework(TEF),an undergraduate teaching quality assessment system.The evaluation system will categorize the quality of undergraduate teaching in British universities that are voluntarily participated in into three grades: gold,silver and bronze.The core basis for raising the tuition cap.In addition,the evaluation results directly affect the social reputation of colleges and universities and candidates' application.TEF has played an important role in promoting the quality of undergraduate teaching in British universities.Based on the comprehensive quality theory and stakeholder theory,this research makes specific analysis and research on the design,implementation,experience,post-improvement,existing Problems and characteristics of TEF.Based on this,we draw a conclusion on how to evaluate the evaluation of higher education teaching in China.This research mainly concludes five parts: The first part analyzes the background of the introduction of TEF,mainly from the perspective of the actual background of the increase in the demand for highly skilled talents in the British society,the urgent need toimprove the teaching status,and the decline in the value of higher education.This part provide background foundation for further study.The second part mainly introduces the content system of TEF,which is mainly composed of six parts: implementation purpose,time planning,evaluation framework,standards and indicator system and detailed implementation plan.The third part is to summarize the main characteristics of TEF by combining total quality theory and stakeholder related theory.The fourth part first summarizes the existing problems in the implementation of TEF,and secondly studies the late development of TEF,mainly about the transition to the direction of subject evaluation.The fifth part first analyzes the development status and problems of undergraduate teaching quality evaluation in China's higher education,and combines successful experience of TEF,the study draws the enlightenment of TEF on the reform of higher education teaching evaluation in China,mainly including: attaching importance to the participation of multiple subjects of evaluation and ensuring the students' rights protection and high participation in the evaluation process;pay attention to the integration of evaluation information resources,combining qualitative and quantitative evaluation methods;enhance the evaluation process transparency,pay attention to the feedback of teaching evaluation results;insist on empirical evaluation to reflect the objectivity of the teaching evaluation process.
