With the improvement of the quality of education becoming a strategic theme concerned by all countries in the world,more and more countries obtain the progress of the quality of education in their own countries through regular monitoring and evaluation of the quality of basic education.At present,many countries have carried out the quality monitoring of basic education at the national level and carried out monitoring and evaluation activities with standardized unified testing.However,standardized unified testing has its unique advantages in carrying out evaluation activities,enabling the formulation of standardized standards,organizing the whole process of examination according to strict scientific procedures,strictly controlling errors,but at the same time,it also exists.The disadvantage is that the standardized test is based on the generalization of the unified standard,thus ignoring the differences between individuals,affecting the personalized development of students,paying too much attention to the standardized unified test results and accountability for the quality of school education,and also bringing about problems such as teachers' teaching for the test,students' learning for the test and ignoring the diversity of school running.Implementing a developmental monitoring and evaluation system to enable national quality monitoring and evaluation not only to play the role of monitoring the quality of education,but also to relatively overcome the drawbacks of standardized unified testing,so that monitoring and evaluation can play the role of evaluation to promote reform and realize the role of promoting student development is an urgent problem to be solved.In order to answer the above research questions,this paper chooses the Australian National Reading,Writing and Computing Ability Assessment Project(NAPLAN)as the research object,and tries to explore how to construct and implement a developmental monitoring and evaluation system through the Australian NAPLAN evaluation project,according to the thinking of reason-connotation-effect-thinking.Therefore,the main content of this paper consists of four parts: first,the background of Australian NAPLAN project is explained;secondly,the connotation and orientation of NAPLAN project are analyzed;then,the implementation status of NAPLAN project is analyzed concretely,and the implementation characteristics are summarized;finally,the NAPLAN project is considered,the research questions are answered,and the national literacy and computing ability evaluation project is considered as follows.Firstly,in dealing with the relationship between efficiency and fairness,we should guarantee fairness while managing efficiently,and integrate all forces to carry out evaluation management;secondly,in dealing with the relationship between standardization and diversification of evaluation,we should take into account the standardization and diversification of performance evaluation and pursue objective evaluation results;thirdly,we should publish the combination of publicity and privacy.The result report weakens the negative impact of evaluation on students.Finally,in dealing with the relationship between summative evaluation and developmental evaluation,it is necessary to track students' achievements,and pay attention to the interpretation of evaluation results while applying performance scales.
