The 19 th National Congress of the Communist Party of China emphasizes the integrated construction of a legal state,a legal government and a legal society.Teenagers are the strong force in our country, and elementary schools belong to the initial stage. Therefore, the law-related education for elementary school students is necessary and practical. The main carrier of the law-related education in elementary Schools is the moral textbook.Based on this,it is necessary and important to study the contents of legal education of moral textbooks in elementary schools. This research studies the entire 12 moral textbooks(PEP edition)of elementary school stage,so as to provide reference and further speculation for the optimized development of elementary law-related education.Chapter One illustrates the background of the research on the contents of elementary law-related education from three levels——the increasingly accelerating process of the rule of law,the revolution of the rule of law course and elementary students' new characteristics at this period. The part of the progress of the rule of law includes the evolution course of policy texts and the requirement of construction of a legal state. The part of the rule of law course takes reform and opening as the starting point, deeply elaborates the significant role of moral textbooks in law-related education.Elementary students' new characteristics are reflected in three aspects——critical period and characteristics of students' development of morality,younger-aged trend and serious situation of school bullying and one-sidedness of the realization of students' rights and obligations.Chapter Two mainly conducts in-depth study of the law-related course in elementary school stage through quantitative and qualitative analyses. This study finds that the contents of law-related education can meet students' basic needs in terms of quantity.Rules, duties and obligations account for a large proportion in contents and they mainly present in the column named “Lookout”,moral textbooks and teachers' supplementary information. What's more, the contents of the moral textbooks are living, scientific, valued and active. The study also finds that teachers mainly focus on cooperative learning, situation creation and independent study when they use the textbooks.Chapter Three points out the questions that exists in elementary law-related education. From the macroscopic point of view, the contents of textbooks are not systematic, the connection of the contents is unclear and the update speed of the contents is slow. From the microscopic point of view, the legal knowledge of the textbooks is not interesting or deep enough, the column of “Lookout” is underused, the relationship between rights and obligations is weak and the design of homework is neglected. This part explains the reasons from three aspects—— insufficient attention, inadequate writing support and teacher quality by interviewing and considering.Chapter Four puts forward optimizing strategies in terms of the diversity of editorial members, suitability of content selection, scientification of edition contains and interestingness of content presentation.Besides, the study suggests that teachers could improve themselves' quality of literacy and read the textbooks carefully so as to transfer the contents from static state into dynamic state. At the same time, teachers could reinforce experiential teaching to enhance teaching effectiveness.Elementary students could have a better understanding of textbooks by contacting real life.In these ways,law-related education will develop evenly and effectually.
