Education is the cornerstone of national rejuvenation and social progress,determiningthe future of the country and the nation.The social market economy has been changed with each passing day.The people's living standards have undergone profound changes.Public attention and sensitivity to education is getting higher and higher.As the main body of education practice,teachers become the important factor of education quality.In recent years,there have been frequent negative reports in teacher management process.In-service teachers have been repeatedly banned from learning money by lessons for students,Meanwhile the imperfect teacher management system influences education's rapid development,and the benefits of teachers and students are severely damaged.Focusing on the problem,this article starts from teachers' management system and teachers' management policies in Liaoyang,and analyzes the reason of Liaoyang teachers management,the behaviors of teachers going against the teacher's ethics,and extracurricularly earning money by making up reasons.Teacher management in the compulsory education stage in Liaoyang city,through questionnaire teachers,and interviewing with teachers,headmasters and parents of students.Through the combination of quantity and quality analyse the reason of extracurricular prohibition for the crux of the in-service teachers,discuss the problems existing in the teachers' management and the connection of the problems,especially from the concept,system or mechanism to find the root causes of problems.Corresponding policies and Suggestions are put forward for the problems found and their root causes.In this article,through investigation,analysis and study the following conclusions: 1.Under the current education system,the treatment can't satisfy the teachers,which scatter the energy of the teachers in the school and classroom,and more attention of teachers is paid to earning money by making up lessons so that they can enhance the level of material life;2.Teachers' professional title promotion system has yet to be perfected,and complaint in work,which severely curbe teachers' enthusiasm and initiative.3.There is much imbalances of teachers' strueture,age to aging,lack of front-line teachers and highly educated teachers and unreasonable discipline mechanism,restricting the orderly development of teachers as a whole,it is difficult to form a virtuous cycle of development;4.The mechanism of talent flow is not perfect,and the talent resource is not fully utilized,which restricts the healthy development of the teachers' team.5.In-service teachers don't realize that their behaviors go against the teacher's ethics and so on,education administrative departments and schools lackof innovation in the teacher's ethics construction.The penalties for behavior for teachers can't demands for teachers.In this article,we analyze the factors of institutional system,internal factors,teachers' factors and social environment factors.The policy suggestions are: 1.Improve the school management regulations,improve the ability and level of the school to govern the school according to law,formulate and improve the public mechanism of school affairs and the system of teachers' recruitment and communication;2.Strengthen teachers' internal team construction,strengthen teacher business training,innovate the content and form of education,and strengthen teachers' mental health management;3.Give full play to the education administrative department job responsibilities,accelerate the construction of education information,meet the students' thirst for high quality education resources,to do a good job of reading education policy,improve the pertinence of the new policy,to strengthen the penalties of teachers for outside;4.Establish a strict management operation system,optimize external supervision,deepen internal supervision,and take more measures to control teachers' after-school fees.
