Higher education resources are the basis for the development of education,with the rapidly expanding about the scale of higher education,the total amount of educational resources are still relatively insufficient.In the case of a shortage of higher educational resources and the inefficient use of resources.Therefore,it is a key factor to analyze how to reasonably arrange education resources and improve education resource allocation efficiency in the limited resources.Based on this,this paper firstly selects the input-output index of higher education resource allocation efficiency evaluation by factor analysis on the basis of literature and theory of higher education resource allocation efficiency.And through the review of the literature selects the environmental indicators needed to eliminate environmental factors.Secondly,through the establishment of a three-stage DEA model,to evaluate the efficiency of China's higher education resource allocation.The main difference between the model and the traditional DEA method is that the random error of the model itself and the influence of external environmental factors on the measurement efficiency should be eliminated.Specifically:The first stage uses the traditional DEA method to measure the efficiency of higher education resource allocation from 2012 to 2016 in 31 provinces and cities of China.In the second stage,the SFA model is used to adjust the input value to eliminate the impact of environmental factors and random errors on the efficiency evaluation of higher education resource allocation in China.The third stage uses the new input value and the original output value to re-calculate the efficiency value of higher education resources allocation in our country.Finally comparatively analyzes the difference between stage one:The efficiency of higher resources allocation measured by three-stage DEA and stage three:The efficiency of higher education resources allocation in three regions of China.Then it puts forward specific countermeasures and suggestions to improve the efficiency of higher education resources allocation and optimize the level of resources allocation,which makes a beneficial exploration for improving the efficiency analysis of higher education resources allocation.The results show that:(1)After eliminating environmental factors and random errors,compared with the efficiency value of the first phase of DEA measurement,the allocation efficiency of higher education resources in China dropped significantly,the overall efficiency dropped from 0.94 to 0.79,and the pure technical efficiency dropped from 0.96 to 0.86.efficiency dropped to 0.90 from 0.97,it indicate that the first stage of DEA overestimated the efficiency of resource allocation higher education,underestimate the influence of environmental factors and statistical noise.(2)The overall efficiency of China's higher education resource allocation is 0.79.In terms of sub-regions,the average efficiency of the eastern region is 0.87,that of the central region is 0.81,and that of the western region is 0.76.Judging from the time trend,the overall efficiency value of China's higher education resource allocation shows a trend of first decrease and then increase.Compared with 2012,there is only a slight increase in 2016,indicating that in the past five years,China has not found an effective way to optimize the allocation of higher education resources..Therefore,there is still room for improvement in the allocation efficiency of China's higher education resources.(3)The efficiency of resource allocation for higher education varies in different regions and in different aspects.The comparison of the eastern,central and western regions shows that the eastern region belongs to the high-tech efficiency and low-scale efficiency region,the central region belongs to the high-scale efficiency and low-technical efficiency region,and the western region belongs to the low-purity technology efficiency and low-scale efficiency region.Based on the above research,this paper puts forward suggestions and countermeasures to optimize the allocation efficiency of China's higher education resources.First suggestion is Broaden the supply channels of higher education resources and provide higher education resources according to local conditions.The second one is to improve the utilization rate of higher education resources and reduce the cost of running a school.Finally,there is implement differentiated higher education efficiency promotion strategies.
