After the reform of enterprises and civil service system,a new round of reform of the non-tenure track implementation in public institutions are fully opened and deepened.In the context of deepening the reform of the personnel management system in universities,the abolition of tenure track in universities is a powerful response to the new development of education in the new era.As an emerging form,Chinese-foreign cooperation in education is an important form of the education business in China and the opening of education to the outside world.After more than 30 years of development,it has begun to take shape.Teachers take an important role in institutes of Chinese-foreign cooperation in education.They directly affect the level of these institutes and the sustainable development ability.The new round of reform of personnel system in universities provides a good development opportunity for unique teaching staff management of these institutes.At present,People have a traditional prejudice against the awareness of teachers employed by universities in the form of contract.Some institutes of Chinese-foreign cooperation in education have not formed a scientific and reasonable standard of teachers' recruitment system.In the Chinese academic field,scholars pay less attention to the career of teacher employment system.Furthermore,institutes of Chinese-foreign cooperation in education have their own particularity.Studies on such institutes are much less.For this field,it needs an in-depth exploration in both theory and practice.In this context,this paper is going to study the countermeasure of non-tenure track implemented by institutes of Chinese-foreign cooperation in education in Dalian.It will have a theoretical and practical significance.This study focuses on four institutes of Chinese-foreign cooperation in education of universities in Dalian.The research objects are Chinese full-time academic teachers with non-tenure track from the four institutes.The research content is the implementation of teachers' employment system.Through the in-depth interviews,this article is to understand the current employment situation and problems of the implementation by institutes of Chinese-foreign cooperation in education,and analyze the development trend of future non-tenure track employment.Thereby,it can provide constructive,theoretical and practical and suggestions on the reform of the personnel management of Chinese-foreign cooperation in education.Through the research,this study has found three questions about the non-tenure track employment: the cost of human resource management is high;teachers are under heavy pressure of work;the state of teachers' mind is not optimistic.The main reasons are that the management mechanism is inadequate,and institutes of Chinese-foreign cooperation in education have their own special system.Aiming at these questions,this study has put forward three countermeasures: strengthen policy support;organizations need to play an active role;universities need to improve their own administration mechanism.The main purpose of the reform is to arouse teachers' creative vitality and enhance the university development level.The cancellation of career development is an inevitable trend of the reform and development of the personnel system in universities,which is a good opportunity for the development of the unique faculty management of Chinese-foreign cooperation in education.The proper employment of non-tenure track teachers can reduce the cost of trial and error and increase universities' efficiency.
