| As the saying goes, "countries are people oriented and food is what matters to the people". Former United States Secretary of State Henry Kissinger once said, "whoever controls the food, controls the mankind!" According to relevant reports, there exist many problems in China's seed industry. Besides being problems of seed enterprises, seeds have endangered the country's economy and politics. Livelihood problems can be solved and the country's economy and international influence can be improved with the resolution of seed problems. Based on people's livelihood project "seed industry", the key content of this research is to promote the construction of industry agglomeration of the science park and the development of China's seed industry as well as to solve the problem of China's food security.By consulting relevant literature about seed industry, carrying out investigation and researching in better run domestic or Hunan's seed companies and agricultural development zones, getting in-depth knowledge the specific situation about the development of Longping High-tech Park, the author widely collects materials, adopts experts'advice and employs the analyzing method of SWOT and such analyzing tools and models as the micro segmentation model and value chain model to scientifically analyze and research. Through analysis the author draws the following conclusion.From the development history, development state, characteristics, strategic significance and operation mode of China's seed industry, the author finds that there exist some problems in the seed industry, including weak economic foundation and scientific innovation ability, scattered breeding resources and unreasonable distribution of these resources, disjointed variety breeding and production, research and development institutions not being able to effectively interact and cooperate with enterprises, imperfect the transformation and evaluation mechanism of research achievements, lagged new varieties breeding technology without matched conditions and facilities, lagged research on germplasm resources with low sharing rate, differences in breeding systems and methods restricting the developing scale and resulting in varieties bread's serious homogenization, low levels of resilience, poor quality, some key technologies, such as seed production, processing, identification of varieties and seed testing, not being able to meet the actual needs, lagged storage technology and equipment, and poor quality of the products. Because of these problems, our seed enterprises are being annexed by foreign companies in the form of holding and acquisitions, which results in serious problems of seed industry and food security.By conducting a research on the modes and methods that development zones at home and abroad participate in project development and operation, the author analyzes the deficiencies that exist in the construction of development areas in China and learns from the construction and operation experiences abroad, absorbing what is good and rejecting what is bad. The thesis studies and analyzes the strategic thinking that Longping High-tech Park plans to build "International Seed City" and the specific circumstances from its development and operation. In this thesis, it is suggested that a series of means such as brand construction, investment services, management services should be applied to promote the construction and development of the project, and thus the strategic thinking that regional economic development should be promoted by distinctive headquarters economy can be realized.Through researching the development status and characteristics of seed industry at home and abroad, the author makes an in-depth study on the construction, development and operating state of development areas at home and abroad. According to the status, industry characteristics and positioning and development strategies of Long Ping High-Tech Park, the thesis offers some feasible suggestions for the construction of Long Ping High-Tech Park from the ways of operating, such as project investment, brand building, management services.The thesis not only makes detailed analysis on the seed industry at home and abroad but also does a detailed investigation and research on the development, construction and operation of development areas at home and abroad, and concludes that development, construction and operation of development areas should not be stereotypical or uniform or purposeless. It can maintain its vitality as long as it adheres to innovation, differentiation, centralization of its own characteristics. This thesis can offer some help to future research in this area as well as a reference for the construction of other science and technology development areas. However, due to the variability of the market economy, the author just conducts an overall research on the construction of development area abroad. Because the research only aims at Long Ping High-Tech Park, other development areas should be constructed according to the local economic conditions, and it does not have universal practicality. |
