| The competitiveness of a country's economic level and product's international market is mainly determined by the scale and development level of the country's high technology industry.In order to occupy a favorable position in global economic development,countries in the world,through adjusting strategic planning and resource allocation,formulate corresponding supporting strategies,and create high-tech industrial parks with high technology.through replicating the promotion of High-tech industries,High-tech Enterprises actively develop the country.Since the end of 1970 s,China has continuously strengthened its support for high-tech industries through a series of policy adjustments.In the past few decades,China's high-tech industries have achieved rapid and significant development under the strong promotion of national policies.At present,high-tech industrial parks dominated by the development of high-tech industries have become important platforms for stimulating economic growth,optimizing industrial structure,attracting foreign investment,and providing employment.However,with the development of high-tech industrial parks,new issues in the development of the park are also becoming increasingly prominent: the operating income of the park is meager,and mainly depends on the government's investment;for lacking of an effective investment and financing system,the growth of small and medium-sized enterprises is growing slowly;The phenomenon is becoming more and more seriously.The parks compete with each other,which cause duplication of production with low efficiency.During the actual development of the park,the development of high-tech industries lacks a reasonable and effective talent's incentive mechanism and restraint system,which makes it difficult to play the practical role of the talent capital.Based on this situation,this article takes the innovative development model of the Western International Cooperation Industrial Park in Shehong County as an example to conduct an empirical study.On the basis of reviewing existing domestic and foreign literature materials,relevant concepts and theories of high-tech industrialization,high-tech industrial parks,high-tech enterprises,high-tech talents,ternary participation,industrial clusters,and business incubators were elaborated.The policy elements,industry factors,and talent elements of the development model of the Western International Cooperation Industrial Park in Shehong County seek to explore the valuable experience and inspiration of building a high-tech industrial park.In order to provide important theoretical and practical support for the development of high-tech industrial parks in Sichuan Province and other local governments in China.There are eight chapters in this article.The first chapter is the introduction.It mainly introduces the topic selection background,research significance,research ideas,research content,research methods,technical route and theoretical support.The second chapter mainly introduces the development process,the present situation and the outstanding problems of the high-tech industrial park in our country,analyzes the typical significance of the case study.the third chapter mainly introduces the basic situation of the case.Through a brief description of the main characteristics and results of the case highlighting its typicality;the fourth,the fifth and the sixth chapters with the case development status as the breakthrough point,systematically combing the policy,industry and talent three key elements,The seventh chapter analyzes the characteristics of the case development model,on the basis of the first seven chapters,the eighth chapter summarizes the case for other local governments to develop high-tech industrial parks providing the practice and inspiration. |
