On the basis of previous research results, This paper comprehensively analyzed the development and utilization of water resources situation from the angle of model analysis upon the analysis of the direct and indirect benefit of water conservancy investment as well as the comprehensive benefit evaluation in Fujian. And this paper has carried on the comprehensive evaluation of hydraulic investment benefit through the environmental benefit, economic benefit and social benefit and verified the model through the empirical method.This paper used the factor analysis method to set up the model, And the error correction model to analysis the indirect benefit of investment of hydraulic project. In order to obtain the indirect benefit of water conservancy investment on the adjustment of industrial structure It had established the linear regression model. It used the VAR(p) model to research on the indirect benefit of water conservancy investment to the cities. Economic benefit, social benefit, environmental quality, environmental management are all included in the comprehensive analysis of the investment benefit evaluation of water conservancy project. So, there are several available models for the comprehensive benefit evaluation, such as the evaluation model for the economic-social benefit and ecological environment benefit, the overall efficiency index evaluation model for water conservancy investment utilization, evaluation of coordination model for water conservancy investment utilization and coordinated development model and coupling model for water conservancy investment utilization.The raw data used in this study are reliable, which are both from Statistical Yearbook released by Fujian Provincial Bureau of Statistics and Water Resources Bulletin published by Fujian Provincial Department of Water Resources. Hydraulic investment overall benefit evaluation shows that economic-social and ecological environment benefit index, as well as the coordination degree, the coordinated development degree and coupling are stable or rising trend. Social economy has developed rapidly, Ecological environment is well. There is no damage to the ecological environment of economic development, but mutual promoting and mutual development. At the same time, This paper also aimed at some shortages for the past, the relevant countermeasures are put forward for the rationalization of the region after the water conservancy project investment and improve the efficiency.
