During the eleventh five-year plan, for rural power grid construction of accumulative total investment is307.5billion yuan. During the twelfth five-year plan, the national grid is planning to invest another460billion yuan, service rural all kinds of customers more than276million homes, agricultural population667million people, accounts for about nearly80%of the rural population. It is playing an important role to meet the rural economy and social development of the electricity demand directly or indirectly promoting the region’s comprehensive development.With the huge amount of construction funds invested, the grid investment efficiency and rationality of the resources allocation is becoming issues of common concern of grid investment decision makers. So, for according to the construction of planning programs and run for a certain time of rural power grids, the benefit of investment comprehensive evaluation can for the new project decision-making, reasonable distribution of huge construction funds and to improve rural investment decision making level provide scientific basis, for optimizing the network structure of the rural power grid, to improve the rational utilization of resources, it has important social and economic significance.In order to improve the objectivity and integrity of rural power grid investment benefit evaluation results, based on data envelopment analysis theory, the thesis constructs the rural power grid investment benefit comprehensive evaluation index system considering geospatial information. Solving the C2R model can get the value of investment benefit, investment redundancy and the increasing or decreasing trend of returns to scale, combined with the evaluation indexes of sensitivity analysis, launched a comprehensive assessment of the investment returns, investment efficiency index redundancy based multi-angle analysis, it objectively reflects the investment benefit of the evaluated regional power grid, indicated the reform direction of DEA invalid network, the index investment sequence and investment strength. Use of the SE-DEA model to solve the relative effectiveness evaluation among the DEA efficient power grid, reflects the benefit order in the sample data set. Finally, through the evaluation analysis, to provide a scientific decision-support for construction investment for the upgrade project of rural power grids. Calculation and analysis results of actual case show that the proposed method is rational. |
